SUBJECT: Considering Approval of a Professional Services Contract with
Regional Government Services

RECOMMENDATION:
Authorize the General Manager to execute a professional services agreement with
Regional Government Services for a total contract amount not to exceed $62,000.
BACKGROUND:
The District's General Managers Office staff includes the District Clerk/Executive
Assistant, Director of Strategic Affairs and Public Information, Director of Human
Resources and Risk Management, as well as contracts and records administrative
staff. These positions collectively carry out key strategic, governmental transparency,
personnel benefits and safety program management and administrative
responsibilities.
ANALYSIS AND BODY:
Beginning in October 2023, due to shortages in personnel resources, staff identified the
need to engage in a short-term month-to-month service agreement with Regional
Government Services (RGS), providing support services on an as needed basis in the
areas of transparent government, Board agenda management, and records
management. RGS has served as a reliable consulting resource in providing continuity
in the District's commitment to providing transparent government and public utility
services.
As the District approaches the end of its short-term service agreement with RGS, staff
has determined the need to extend the engagement with RGS for additional
governmental service support into FY2024. Staff has reached out to RGS with a
request for proposal, including a menu of available services and an on-call hourly
rate. The proposal submitted by RGS includes the following available services and
rates:
• Board Meeting Process Management
• Agenda Packet and Minutes Preparation

• District Elections Management and Consulting
• On-Call Transparent Government Support
• Public Records Management Support
• Public Procurement Management and Support
• Recruitment Services
The proposal from RGS includes consulting services on an hourly basis at the following
rates:

If approved, the District would enter into an agreement with RGS to provide monthly
services on an as-needed basis and that may be terminated at any time, depending
upon the needs of the District. Staff is recommending the Board authorize the General
Manager to execute a professional services agreement with RGS for an amount not to
exceed $62,000 in FY2024.

FISCAL IMPACT:
This item was not included in the Board approved FY24-25 Budget, however sufficient
funds exist in the District's Electric and Water Operating Reserve Funds.
The $62,000 equates to 0.4% of combined electric and water operating reserve balance
of $16M.
Staff currently forecast the $403,000 budget in account 1/2.2.923.00 as sufficient
variability of detail line items to absorb the RGS services costs anticipated.
