1. WHY THIS MATTER IS BEFORE THE BOARD
The Board of Directors can fill a vacancy on the Board.
2. HISTORY
• On June 22, 2011, Director Hillstrom resigned
• On June 28, 2011, Nevada and Placer County Elections were notified of the
Board vacancy
• On July 6, 2011, the Board took action to begin the appointment process
• On July 8 and 15, 2011, a Public Notice (included as Attachment 1) was
advertised in the Sierra Sun and posted in three places within the District
• On August 5, 2011, staff held a applicant briefing about the District
3. NEW INFORMATION
This agenda item includes Attachments 2 through 6, the applicant letters of interest,
qualifications and resume. There are five applicants:

• Dan Warren
Sufficient time has passed since the notices were advertised and posted. The Board can
now make an appointment to fill the vacancy.
The suggested procedure is:

VACANCY ON THE BOARD OF DIRECTORS OF
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
Interested persons are hereby notified that pursuant to Government Code 1780,
there is a vacancy on the Board of Directors of the Truckee Donner Public Utility.
The Board of Directors invites interested persons to apply for appointment to fill
the vacancy for the remainder of the term, which expires on the first Friday of
December of the year 2012.
A qualified applicant must be a resident and qualified elector of the District. To
apply for appointment, please submit a letter of interest and qualifications, and a
resume to Barbara Cahill, Deputy District Clerk, 11570 Donner Pass Road,
Truckee, California 96161. Documents must be received by July 29, 2011. A
candidate briefing will be held on August 5, 2011 from 10:00 to 11:00 AM.
The appointment to fill the vacancy will be considered by the Board of Directors
of Truckee Donner Public Utility District following interviews that will occur at the
Regular Board meeting on August 17, 2011 at 6:00 PM.

My name is Jamie Bruner and I am a resident of Glenshire. I am writing this letter to inform you of my
interest and intent to apply for the vacant position on the current Board of Directors. I have been a
Truckee resident for 14 years. My wife Tammi and I have raised 4 daughters who all reside in Truckee. I
am a member of the Sunrise Rotary Club and immediate past president. I am a member of the
Contractor's Assoc. `GATT'where I have held different positions. My family and I are members of Sierra
Bible Church where we have all been involved in different capacities over the years. I recently stepped
down as Chairman of the Deacon Board(at church)of which I was a member for 11 years. I have also
been heavily involved in other aspects of the community including a run for Town Council in 08. 1 have
been a California licensed contractor since 1976 and hold the classifications of`B-General,C36-
Plumbing and C-27 Landscape. I am also licensed in real estate,but no longer work actively in it.
One of the common threads of my above experience is learning to negotiate with people and finding
solutions to problems. I have sat on many boards and committees over the years and have learned to
win the battle without loosing the war. I get along well with others and feel I would be an asset to the
PUD Board,it's staff and the community. Please find attached a few letters from friends that support me

I would like to be considered for the current vacancy on the Board of Directors. I have
attached a resume for your review. As a preliminary matter, I am a resident and
qualified elector in the District.
I believe my education and qualifications would complement and add to the skills of the
current board members. I am an attorney and could bring a different type of training
and viewpoint than those already represented. Furthermore,before I moved to
California, I was an employment defense attorney and am familiar with the typical
employment law issues that occur with a large employer. I also note,in light of the
recent concerns raised regarding some members of the Fire District board that I am
familiar with the duties of member of boards of directors and take very seriously the
oversight responsibilities that board members must exercise.

fairly new full-time resident of the Town of Truckee compared to others who may be

APPOINTMENT OF DIRECTOR
TO FILL BOARD VACANCY
WHEREAS, Director John Hillstrom resigned on June 22, 2011; and
WHEREAS, the District has followed the provisions of Section 1780 of the California
government Code which sets forth the procedure for filling vacancies on the Board of
Directors;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Board of Directors of the
Truckee Donner Public Utility District as follows:
That is hereby appointed as a Director of the
Truckee Donner Public Utility District to fill the vacancy created by John
Hillstrom, and to serve as such Director until the next General District
Election.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public
Utility District in a meeting duly called and held within said District on the 17th day of
August, 2011.
