WHY THIS MATTER IS BEFORE THE BOARD The Board of Directors receives and reviews District reports. 2. HISTORY The District Code requires various reporting at year end: • Code Section 4.12.4 requires that the General Manager shall submit to the Board of Directors an annual report summarizing the safety activities for the past year. • Code Section 8.06.020 requires that the General Manager shall submit to the Board of Directors in January of each year a report of all real property and easements accepted or abandoned during the previous year. • Code Section 8.12.010.5 requires that the General Manager shall report annually during the month of January to the Board of Directors regarding the use of the Board room by outside organizations during the previous year. • Code Section 8.30.070.8 requires that once a year District staff will gather information on all Encroachment Permits, the status of the same and will provide an annual report to the District's Board of Directors. 3. NEW INFORMATION a. Safety The District began a Safety Incentive Award Program in September of 2009. The program is well received by District staff. There are four quarterly awards and the annual award winner is chosen from one of the four quarterly winners. The Safety Committee's goal for 2011 is to review and update the District's Safety Manual and the Injury and Illness Prevention Plan. Additionally, all the MSDS need to be compiled and distributed to the different crews. b. Real Property and Easements Every year during the course of doing business, the District finds it necessary to obtain and on occasion abandon easements. In 2010, the District accepted 3 easements and abandoned no easements. See attached Table 1. c. Use of the Board Room by Outside Organizations A number of organizations used the Board and Conference rooms during 2010. Organizations include public agencies, non-profit groups, community agencies and private companies. Many organizations use a room monthly, while others use a room a few times during the year. See attached Table 2. d. Encroachment Permits There were no Encroachment Permits issued for 2010. 4. FISCAL IMPACT There is no fiscal impact associated with the reports. 5. RECOMMENDATION Accept the Safety, Real Property and Easements, Use of Board Room by Outside Organizations and the Encroachment Permit annual reports. Colo- Michael D.
