Subject: Review of Renewable Energy Market
1. WHY THIS MATTER IS BEFORE THE BOARD
Board requested a review of the renewable energy market and the Districts energy
position.
2. HISTORY
Renewable Portfolio Standard (Excerpt) -TDPUD
• At such time that projected resources do not exceed projected demand,
TDPUD will strive to include qualifying resources to meet projected demand.
• Truckee Donner PUD resource mix will have a minimum of 21% of renewable
resources by 2010. Renewable resources are defined as non-fossil fueled
electric generating resources, including hydroelectric.
Conservation is considered first resource for all new energy purchases. District
forecast assumes that load increases by 1% annually over the next three years.
Conservation is expected to account for 1-3% of total load, therefore conservation will
offset growth that would otherwise require additional resources. The District
forecasted load will be flat and conservation will account for any growth the District
may have.
The Districts RPS standard is met, in part, by purchases of renewable energy and
renewable energy credits.
3. NEW INFORMATION
TDPUD Energy Resource Mix:
The chart below shows that the District is projected to be fully resourced while
meeting the State and Board's RPS goals while keeping rates stable.

Review of Renewable Energy Market
The tables below describe the commercially available technologies that are
available today and the emerging technologies being developed in the renewable
energy market with the costs associated with those varying technologies. These
average costs have taken from a NCPA 2009 cost report. Generally, the overall
costs of renewables is very high. However, The District has been very careful to
choose renewable resources that do not effect the overall energy costs to our
customers.

Resource: Salt Lake Land Fill Gas Generation including REC's
Term: 2011-2016
Amount: 70% of output (Approx. 2 MW total capacity)
Price: Seasonal, ranging from $63.80 to $72.66/MWh
When evaluating this opportunity the District should consider:
• Length of the Salt Lake landfill gas generation;
• Senate Bill, SBX12, increasing RPS to 33% by 2020;
• Market energy prices;
• Renewable energy prices; and
• % renewables within the District is portfolio.
4. FISCAL IMPACT
There is no fiscal impact associated with this workshop.
5. RECOMMENDATION
Receive input from the Board.
Continue to monitor renewable resources available through UAMPS.
