Subject: Consideration of Adopting an Ordinance to Discontinue the Green
Tag Program
1. WHY THIS MATTER IS BEFORE THE BOARD
Only the Board can discontinue a previously Board approved program.
2. HISTORY
In an effort to help District customers, residential and commercial to reduce their
individual environmental impact, the District implemented a Voluntary Green
Renewable Energy Credits Program.
Due to a lack of participation in the program, a workshop was held on June 1, 2011 to
discuss potentially discontinuing the Voluntary Green Tag Program.
3. NEW INFORMATION
All current program participants have been contacted and have been made aware of
the discontinuance of the program. All participants have been notified of their ability to
continue to purchase Green Tags directly from the Bonneville Environmental
Foundation. A link to BEF will be installed on the District's website.
4. FISCAL IMPACT
Cost to participate in the Voluntary Green Tag program is $0.015 per kilowatt hour of
usage. The cost to the District is approximately $2,600.00 a year. Both of these
charges would be terminated with the end of the program.
5. RECOMMENDATION
Adopt the Ordinance to discontinue the District's Voluntary Green Tag Program
effective with bills issued on or after August 5, 2011.

DISCONTINUE VOLUNTARY RENEWABLE ENERGY
CERTIFICATE PROGRAM
WHEREAS, in an effort to help District residential and commercial customers to reduce their individual
environmental impact, the Board of Directors took action to participate in a voluntary Green Renewable
Energy Certificate Program; and
WHEREAS, Renewable Energy Credits (RECs) also called "Green Tags" represent the environmental
benefits that occur when clean, new renewable energy is substituted for power that is produced by burning
fossil fuel; and
WHEREAS,on February 6,2008,a public hearing was held to receive comments from the public concerning
the voluntary rate; and
WHEREAS,the Board of Directors has set the cost to participate in the program would be$0.02 per kilowatt
hour(kWh) usage; and
WHEREAS, the Board of Directors decided to revise the cost to participate in the program at $0.015 per
kilowatt hour(kWh) usage; and
WHEREAS, on June 1, 2011, a workshop was held to discuss the outcome and participation of the"Green
Tag" program after three and a half years; and
WHEREAS, the Board of Directors decided to cancel the program due to lack of participation within the
program and the new Renewable Portfolio requirements: and
NOW,THEREFORE, BE IT ENACTED by the Board of Directors of the Truckee Donner Public Utility District
as follows:
1. This ordinance shall be effective with bills issued on or after August 5, 2011 (thirty (30) days) after
adoption by the Board of Directors of the District.
2.The Clerk of the District shall immediately cause a copy of this ordinance to be published in a newspaper
of general circulation and posted in three places within the District.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility District at a meeting
duly called and held within the District on the sixth day of July 2011 by the following roll call vote:
