TRUCKEE DONNER Public Utility District CONSENT To: Board of Directors From: Mark Thomas Date: October 05, 2011 Subject: Consideration of a Contract for the Prosser Heights Well Maintenance Project 1. WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of$15,000. 2. HISTORY The District does periodic preventive maintenance on all of its water wells. The last time any work was done on Prosser Heights Well was 1988. 3. NEW INFORMATION Prosser Heights Well is starting to show signs of wear. The well's pumping equipment is the submersible type which means that both the pump and motor are both under water in the well casing. Generally this type of pump and motor has a life span of about 10 years. Along with the pump and motor replacement, the well's casing will be cleaned. The District issued a request for bids for the above described work on August 18 and advertised in the Sierra Sun on August 24, 2011. The bid opening for the Prosser Heights Well Maintenance 2011 was held on September 14, 2011 at 2:30PM. Two bids were received and both bids were found to be responsive. The low bid was from Carson Pump in the amount of$52,790.00. A summary of the bids is given below. Bidder Total Amount of Bid Carson Pump LLC $ 52,790.00 Layne Christensen Company $55,583.80 4. FISCAL IMPACT In the FY Conservation Budget, $90,677 was set aside in the Public Benefits Program to fund the wire to water improvements. Of the work being done on the well, $32,000 qualifies for the Wire to Water program, as this work will improve the efficiency of the well. The remaining $20,790 will come from the approved FY11 Water Department Budget. 5. RECOMMENDATION Award the contract for the Prosser Heights Well Maintenance Project to Carson Pump in an amount of $52,790 plus a 10% change order authorization for a total amount not to exceed $58,069.
