Subject: Consideration of Extending the Contract for the Energy Survey
Program
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of$15,000.
2. HISTORY
The District launched the Energy Savings Program (ESP) in the fall of 2009 as the
District's first low-income program and awarded contracts to the Family Resource
Center of Truckee (FRC) and the Sierra Green Building Association (SIGBA) to
implement the pilot phase of the program. FRC was responsible for outreach and
qualification efforts, and SIGBA was responsible for the residential energy surveys.
The District completed the pilot phase of the program by serving 200 customers. The
energy savings, cost-effectiveness, and impact to the local community were evaluated
and presented to the Board during a workshop on August 4, 2010. The Board
indicated a desire to continue with the ESP program which resulted in serving close to
another 200 low-income customers.
3. NEW INFORMATION
Staff is preparing to continue the ESP program this fall. The program will target an
additional 200 participants during the October, 2011 through September, 2012 period.
Based on solid performance by the FRC and their unique position in our community,
staff is recommending that the current contract with the FRC be extended for a period
of one-year. The remaining material terms of the previous contract remains the same.
4. FISCAL IMPACT
The FRC contract extension is for an amount not to exceed $14,500. Sufficient funds
exist in the FY11 and proposed FY12 budgets for this item.
5. RECOMMENDATION
Award a contract to the Family Resource Center of Truckee for an amount not to
exceed $14,500.
