Measurement, &Verification) for the Conservation Programs
1. WHY THIS MATTER IS BEFORE THE BOARD
The item befor
e the Board is a proposed contract extension for the TDPUD 2011

valuation Measurement, & Verification (EM&V) work that is greater than
$15,000 and requires Board approval.
2. HISTORY

The District is required each year to report to the California Energy Commission (CEC)
q
on the energy savings s and economic impact achieved by its energy conservation
programs. Starting in 2008, the District has retained an EM&V consultant to perform a
objective evaluation of the current year programs and to project the next
3rd party, J years results. The final EM&V report is the basis for our CEC reporting and provides
valuable feedback to Staff on the performance of our many programs.

.and ram tracking processes and tools. Although there has been

significant improvement in data collection and program tracking over the last couple of
years, st
aff believes there is still room for improvement. In addition, the District is
intere
sted in continuingto optimize the value that the conservation programs bring to
the Truckee community by looking at old and new opportunities to maximize return on
investment. The expertise of the EM&V consultant can be a valuable asset in
program optimization.
The
District issued an RFP last Fall and awarded a contract in November for the 2010
program EM&V work to Verified Inc. (Robert Mowris) of Truckee/Tahoe. The contract
was
for an amount not to exceed $30,000. This contract included the option to extend
the contract for a one-year period, upon mutual consent, at the current contract terms
and conditions.
3. NEW INFORMATION
Verified Inc. has performed very well and the EM&V work and reports have been
invaluable in validating the performance of the Districts energy conservation
programs. Verified Inc. remains one of the most respected EM&V consulting firms in
California and a local asset available to the District. Both the Conservation
Department staff and Verified Inc. are interested in extending the recent contact for an
additional year to cover the EM&V work for the 2011 programs.
4. FISCAL IMPACT
The contract extension for the TDPUD 2011 Conservation Programs EM&V work is for
a one-year period for an additional amount not to exceed $30,000. Sufficient funds
exist within the FY11 and proposed FY12 Conservation Department budgets for this
program.
5. RECOMMENDATION
Extend the contract with Verified, Inc. for the TDPUD 2011 Conservation Programs
EM&V work for aone-year period for an additional amount not to exceed $30,000 at
the current contract terms and conditions.
