WHY THIS MATTER IS BEFORE THE BOARD This item is before the Board as the contract extension amount is greater than $15,000 and requires Board approval. 2. HISTORY The District launched the Energy Savings Program (ESP) in the fall of 2009 as the Districts first low-income program and awarded a contract to the Sierra Green Building Association (SIGBA)to implement the residential energy survey portion of the program. The District launched the Residential Energy Survey Program (RES) in the fall of 2010 and amended the SIGBA contract to include residential energy surveys for both ESP and RES. The Board awarded a contact to SIGBA in September, 2010 for an amount not to exceed $30,000. This contract was for 400 residential energy surveys with professional fees at $75 per survey (i.e. 400 surveys). The contract has an option to extend, based on mutual agreement, for an additional one-year period with professional fees at $75 per residential energy survey, not to exceed $30,000 over a 12-month contract period ending September 1, 2012. 3. NEW INFORMATION Both the ESP and RES programs continue to be very well received by our customers. A review of these programs by our Evaluation, Measurement, and Verification (EM&V) consultant have verified that the programs are cost-effective. Staff is preparing to continue the ESP and RES programs this fall. Target program participants during the September, 2011 through August, 2012 period are 200 customers for the ESP program and an additional 200 residential energy surveys for the RES program. Based on solid performance by the SIGBA and their unique local presence, staff is recommending that the current contract be extended for a period of one-year. The remaining material terms of the previous contracts remain the same. 4. FISCAL IMPACT The SIGBA contract extension is for an additional amount not to exceed $30,000 at the existing contract terms and conditions. Sufficient funds exist in the FY11 and proposed FY12 Conservation Department budgets for this item. 5.
