WHY THIS MATTER IS BEFORE THE BOARD The California Water Code requires that a public hearing be held prior to adoption of an Urban Water Management Plan (UWMP). 2. HISTORY The Urban Water Management Planning Act (California Water Code Section 10610) requires that all urban water suppliers prepare urban water management plans and update them every five years. The District is considered an urban water supplier since it serves more than 3,000 customers. Normally, an urban water supplier is required to update its plan at least once every five years on or before December 31, in years ending in five and zero. However, the December 31, 2010 deadline was extended until July 1, 2011 when the Water Conservation Act of 2009 (SB 7X-7) was enacted. SB 7X-7 imposed additional requirements regarding the 2010 UWMP. The draft 2010 UWMP has been prepared by District staff and was presented to the Board at the April 6, 2011 meeting. 3. NEW INFORMATION The planned schedule for adoption of the UWMP is: • May 4, 2011 - Public Hearing on UWMP (tonight) • June 1, 2011 -Adoption of UWMP • June 15, 2011 - Submittal of UWMP to Department of Water Resources 4. FISCAL IMPACT There is no fiscal impact associated with this public hearing. 5. RECOMMENDATION 1) Hold the public hearing 2) Provide comment on the draft UWMP Michael D.
