Subject: Consideration of Scheduling a Public Hearing Related to Adoption
of the Annual Water and Electric Standby Charges
1. WHY THIS MATTER IS BEFORE THE BOARD
This matter involves scheduling a public hearing related to adoption of water and
electric standby charges for the 2011-2012 tax year. This requires Board action.
2. HISTORY
The purpose of the standby charge is to collect revenues annually to help pay
operating and maintenance expenses. The reason for these charges is that vacant
lots benefit by being in close proximity to water and electric lines, and should,
therefore, contribute to maintenance of those lines. Standby rates have not been
changed in many years, and there are no proposed changes at this time.
3. NEW INFORMATION
This item relates to holding a public hearing to consider renewing the existing water
and electric standby charges on vacant parcels in the District. Public notice of the
hearing requires publication once a week for two successive weeks with two
publications in a newspaper publicized once a week or more frequently, with at least
five days intervening between the respective publication dates. The first notice will be
published on May 18th, and the second notice will be published one week prior to the
hearing on May 25th.
4. FISCAL IMPACT
The estimated revenue for this action is:
Nevada County Standby Charges for 2011-2012
Water $167,920
Electric $ 27,600
Total Parcels: 2,519
Placer County Standby Charges for 2011-2012
Water $4,960
Electric $ 540
Total Parcels: 95
5. RECOMMENDATION
Schedule a public hearing on June 1, 2011 at 6:00 PM for the u
p rpose of receiving
input on the adoption of annual water and electric standby charges.
