Subject: Consideration of the Award of a Contract for 'Substation Voltage
Regulators
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of$15 000.
2. HISTORY
The existing 30 year old regulators are undersized for the capacity
apacity of the Tahoe
Donner Substation and are due for replacement. The request for bids was sent out on
March 23 and adver
tised on March 30, 2011.
3. NEW INFORMATION
Three bids were opened on April 21. A summary of bids received
are shown below:

Siemens Energy $ 116,985.00 No
The apparent low bidder, Howard Industries, failed to meet
specification, as did Siemens En the requirements of the
District contractEnergy, hence their bids are non-responsive to the
requirements.
4. FISCAL IMPACT
The 2011 Budget has $84,482 allocated for the purchase of

5. RECOMMENDATION
