Subject: Consideration of a Contract for the Commercial Refrigeration
Retrofit Program
1. WHY THIS MATTER IS BEFORE THE BOARD
The item before the Board is a proposed contract for the Commercial Refrigeration
Retrofit Program that is greater than $15,000 and requires Board approval.
2. HISTORY
The Board began the Commercial Refrigeration Retrofit 'Keep Your Cool' Program in
2009. The Keep Your Cool program targets refrigeration efficiency in supermarkets,
convenience stores, and restaurants. This specialized service involved the direct-
install of commercial refrigeration measures by a qualified contractor. The contractor
also takes care of the administrative components of the program including marketing,
scheduling, installation, and paperwork. The Keep Your Cool program was successful
in 2009 and was renewed with the same contractor in 2010 and 2011. The success of
this program has been verified by our Evaluation, Measurement, and Verification
(EM&V) results, the performance of the original contractor, and by the positive
response from our commercial customers
3. NEW INFORMATION
This District issued a Request for Proposals (RFP) in August, 2012 for the 2012
Commercial Refrigeration Retrofit Program. The scope of work includes the
continuation of the measures offered in the original 2009 Keep Your Cool Program
(door gaskets, strip curtains, auto closures), the additional four measures from 2010
and 2011 (programmable electronically commutated EC motors, evaporator fan
controllers, anti sweat heater controls, and vending machine controllers), plus the
addition of LED case lighting in 2012. All measures were chosen due to their cost-
effectiveness and applicability to our customer base. The program continues to be
designed to optimize the installation of the measures based on customer need and
maximum return on investment for the District.
The RFP was advertised in the Sierra Sun on September, 5th and the proposals were
due on September 21, 2012. The District received two proposals from Castrovilla, Inc.
and Jerico Mechanical. A scoring committee was created consisting of members from
multiple departments and the Castrovilla, Inc. proposal was evaluated as most
advantageous to the District (Castrovilla, Inc.'s average score was 88 and Jerico
Mechanical's average score was 67).
Castrovilla, Inc. was the original vendor for NCPA's Keep Your Cool Program and has
been the District's contractor on this program since the inception in 2009. Castrovilla
has performed well for the District and continues to work with numerous NCPA
members on similar programs. It should be noted that the Castrovilla, Inc. proposal
was initially not signed by the Vendor as an oversight which the Vendor later rectified.
Staff concluded that, due to the nature of the proposal process, no competitive

advantage was obtained by Castrovilla, Inc.
4. FISCAL IMPACT
The contract for the 2012 Commercial Refrigeration Retrofit Program is for an amount
not to exceed $60,000 with a 10% change order authorization for a total amount not to
exceed $66,000 in FY12 with an option to extend, upon mutual consent at the current
contract terms and conditions, for an additional year. Sufficient funds exist within the
FY12 Conservation Department Budget for this program.
5. RECOMMENDATION
Award a contract to Castrovilla, Inc. for the 2012 Commercial Refrigeration Retrofit
Program for an amount of $60,000 with a 10% change order authorization for a total
amount not to exceed $66,000 in FY12 with an option to extend for one year, at the
current contract terms and conditions, for the FY13 program.
