CONSENT To: Board of Directors From: Joe Horvath Date: October 03, 2012 Subject: Consideration of the Purchase of Security Equipment for Remote Facilities 1. WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of$15,000. 2. HISTORY The District's electric power substations contain critical assets that are fundamental to the distribution of electric power to customers. These assets include transformers, breakers, voltage regulators, reclosers, along with associated controls, relay protection and communication systems. If these facilities were to be severely damaged or destroyed by malicious acts or theft, it would have a significant impact on our ability to reliably serve electricity to our customers. Therefore, the District has a robust foundation of physical security measures in place to help ensure the integrity of substation equipment from external threats, along with providing for the safety of the general public. Physical security measures include chain-link fencing with barbed-wire extensions that enclose the substation perimeter, locked gates with access limited to authorized District personnel, lighting for visibility and signage to warn potential intruders. A physical security program typically comprises five distinct elements: deterrence, delay, detection, assessment, and communication. Currently the District has physical security elements in place, as described above, that can deter and delay intruders. In addition, optical communication equipment has been installed to several facilities which will allow real-time communications, due to its very high bandwidth capability, between the District office and remote facilities. However, the District does not have equipment in place that can detect and assess threats at remote facilities including substations. 3. NEW INFORMATION Remote surveillance systems can supply the missing elements to our physical security Y program by providing the means to detect and assess threats to District facilities. In addition to intruder threat detection and assessment, remote surveillance can also play an important role in monitoring equipment and responding to emergency situations. For example, remote surveillance can be used to monitor the appearance of transformers and other oil-filled equipment, the status of switches, environmental conditions including snow levels, and basics such as gate and door conditions. Reviewing this information daily can help identify potential issues and allow for better management of labor and equipment resources. In addition, fault events that occur within the substation can be reviewed visually to determine the cause and extent of the outage before a crew is dispatched. The proposed remote security equipment includes network video cameras to be installed at Martis Valley Substation and video management software that would be installed at the District offices. These products adhere to widely accepted industry standards and can be expanded to include remote monitoring and access control of additional District facilities in the future. The remote security equipment bid from Siemens Industry, Inc., containing General Services Administration (GSA) pricing, is included as Attachment 1. The Federal Government competitively bids products and services through the GSA contracts. Local governments, including the District, are eligible to take advantage of GSA pricing per Federal Codes. In addition, Disctrict Code Section 3.08 allows for the purchase of goods and services from State and Federal Government competitive bid schedule programs. The cost of this equipment is $24,242 plus tax. 4. FISCAL IMPACT Sufficient funds exist within the approved Electric Capital Replacement Fund for this project. 5. RECOMMENDATION a) Authorize a purchase order to Siemens Industry, Inc. for the equipment and services listed on Attachment 1 totaling $24,242, plus a 10 percent change order allowance of$2,425 for an amount not to exceed $26,667 plus tax. b) Authorize the transfer of $26,667 plus tax from the Electric Capital Replacement p p Fund to the Electric General Fund for the purchase of this equipment. olr Stephen Hollabaugh Michael D.
