Subject: Consideration of One-Time Safety Incentive to District Employees
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board must authorize any changes to the General Manager's employment
contract.
2. HISTORY
The General Manager's employment contract states that the District shall increase or
decrease the base salary in the upcoming year by the percentage change in the
previous October consumer price index (CPI). The CPI for October 2011 was 3.9%.
The represented and unrepresented employees of the District are not receiving a cost
of living increase in their salaries in 2012.
3. NEW INFORMATION
On November 18, 2011, the District experienced a major power outage, including
downed trees and power lines. During repairs, the crew on the Electric Department
experienced a near-miss incident that involved other participating agencies.
Fortunately, by District staff following established safety practices, serious injuries
were prevented.
Since this incident, District personnel met with the other agencies involved to discuss
and improve communications, safety procedures and engineering controls.
It is a goal of the District to strengthen all staffs compliance with established safety
practices. Provided these new procedures and standards are put into place, and no
lost-time incidents have been experienced since, the General Manager's proposal is to
offer the amount of his 2012 COLA as a one-time safety incentive to each District
employee in the amount of$125, payable in January, 2012.
4. FISCAL IMPACT
Funding for this one-time safety incentive will be in-lieu of the General Manager's
COLA for 2012.
5. RECOMMENDATION
a) Approve a one-time safety incentive of$125 to each District employee.
b) Modify the General Manager's compensation to hold the 2012 COLA in abeyance
until 2013.
