WHY THIS MATTER IS BEFORE THE BOARD District staff has prepared a draft of the 2012 Water Master Plan. This workshop will review the draft document and discuss future steps. Formal board action is not required at this workshop. 2. HISTORY The current Water Master Plan was adopted in 2004. The main purpose of the 2004 update was to consider the impact that the acquisition of the Donner Lake and Glenshire water systems would have on the overall water system at build out conditions and to conduct the appropriate analyses to allow the imposition of Water System Facility Fees in the Donner Lake and Glenshire areas. 3. NEW INFORMATION Attached is a copy of the draft 2012 Water Master Plan. Each section of the report is summarized below. Section 1 - Introduction Gives background and basic information about the District and the Master Plan. Section 2 - System Planning Criteria Describes evaluation and cost estimating criteria used in the Master Plan. Section 3 - Existing Water System Describes the existing water system. This information is essentially unchanged from the 2010 Urban Water Management Plan Section 4 - Population and Water Demand Describes the historic population and water demand data. Provides projections of water demand at build out conditions. Most of this information is unchanged from the 2010 Urban Water Management Plan. Data regarding fire flow demands is also provided. Section 5 - Water Supply Sources Describes the District's water supply. This information is essentially unchanged from the 2010 Urban Water Management Plan Section 6 - Existing System Evaluation This section describes the analysis and evaluation of the existing water system. There are a few areas where system service pressures are low and where fire flows cannot be provided. In . addition, there is inadequate storage capacity. Recommendations to address these issues are presented. Section 7 - Future System Evaluation and Layout The proposed build out water system is presented. Major improvements involve the construction of additional wells, storage tanks and transmission piping to convey water from the new wells into the distribution system. A new pipeline to provide a second source of water into the Tahoe Donner area is also recommended. Section 8 - Capital Improvement Program The 20-year capital improvement program (CIP) is presented. Projects are assigned g an anticipated year of construction and funding source. Actual construction of facilities will be dependent upon new construction and available funds. Section 9 - Financial Impacts The financial impact of the proposed CIP is discussed. It is recommended that Water System Facility Fees for residential properties be reduced by about two percent, from $1.64 per square foot to i $1.61 per square foot. A CEQA review must be conducted before the final document can be adopted. It is suggested that the Board conduct a public hearing (separate from the required a CEQA public hearing) on the draft document in order to receive any public comment. The following public information steps are planned in addition to the standard CEQA notification: 1) Hard copies of the draft Water Master Plan will be made available at the District office and the Truckee Library 2) The draft Water Master Plan will be made available on the District's website 3) Letters will be mailed to the Town of Truckee, Nevada County and Placer County, informing them that the draft Water Master Plan is available for public review revi The tentative schedule for adoption of the 2012 Water Master Plan is: • March 7, 2012 - Review of draft Master Plan (tonight) • April 4, 2012 - Public Hearing on Master Plan • May 2, 2012 - Review of CEQA Initial Study • June 6, 2012 - CEQA Public Hearing • July 18, 2012 -Adoption of Master Plan • August 1, 2012 - Public Hearing on Ordinance to Adjust Facility Fees • September 5, 2012 - Adoption of Ordinance to Adjust Facility Fees 4. FISCAL IMPACT The draft Water Master Plan recommends adjustment of both Connection Fees and Facility Fees. These adjustments are needed to keep pace with costs of planned project. 5. RECOMMENDATION 1) Provide comment on the draft Water Master Plan 2) Schedule a public hearing for April 4, 2012 to receive public comment on the draft Water Master Plan Michael D.
