Subject: Consideration of the Purchase of Software for the Water SCADA
Project
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of$15,000.
2. HISTORY
In May 2012, a Board workshop was held on the status of the Water SY stem's
Supervisory Control and Data Acquisition (SCADA) system. This workshop outlined
the need to replace the three older SCADA systems which were built in the earl
1990 s. In addition, the workshop described the contract the Board awarded to Carollo
Systems LLC, and the status of their findings and engineering designs. In his report,

both Phase 1 and Phase 2 of that contract were complete, and Phase 3 was
beginning.
Phase 3 includes construction and implementation services, including system
stem
programming and construction management. This consent item concerns the
purchase of SCADA and Operating System software to support the construction
system programming, and implementation of the new SCADA system.
3. NEW INFORMATION
In order to significantly reduce the overall cost of the SCADA project, it was decided to
bring a majority of the system programming and implementation services in-house.
This decision yielded a projected core savings of$670,000.
In accordance with the timeline described in the earlier workshop, we are
recommending to purchase all required software for programming and support of the
SCADA system (outlined in Phase 2 of Corollo's Technical Memorandum).

and associated support, purchases this agenda item falls under the definition of a
"special service" as opposed to a "purchased good", therefore waiving required

competitive bidding as outlined in Resolution No. 9603 of the Truckee Donner Public
Utility District.
The software required includes:
1. Microsoft Server 2008 R2 Operating System (Current Version): $20, 314.24
2. Wonderware InTouch 2012 SCADA Server Software: $11, 348.40
3. Wonderware Development Studio 2012 Software: $12,137-30
4. Wonderware Historian 2012 Archive & HMI Reporting Software: $14,494.20
5. Associated Desktop and Mobile Wonderware Client Software: $19,116.00
6. Wonderware Standard Support: $9,597.35
7. Wonderware Software Taxes: $4,877.29
Microsoft Server Operating System Software (item 1) prices are set by Microsoft, and
thus quotes or bidding would not result in any savings to the District. For this reason,
as well as our continued support relationship with NetXperts, our existing network
software providors, we are recommending purchasing this from Netxperts.
Wonderware software (items 2-6). The vendor with the lowest proposed cost is E and
M. A summary of the quotes is provided below.

4. FISCAL IMPACT
Sufficient funds exist in the FY12 Budget for the purchase of Microsoft Server
Operating System Software and Wonderware SCADA Software Suite.
5. RECOMMENDATION
Approve the purchase of the proposed Microsoft Server 2008 R2 Operating stem

Software through NetXperts for the amount of $21,107.54. Approve the purchase of
Wonderware SCADA Software Suite through E and M for$71,570.54.
