Subject: Consideration of Approving the 2012 Pipeline Rehabilitation Project
1. WHY THIS MATTER IS BEFORE THE BOARD
The Water Department will be conducting a pilot project to install a structural liner in
the existing water pipeline that crosses the 15th fairway of the Tahoe Donner Golf
Course. The proposed transfer of funds to cover the cost of the project requires
Board approval.
2. HISTORY
Water system pipelines have a limited life span. Over time, pipelines develop leaks
and require replacement. Historically, the District's pipeline replacement projects have
involved the installation of a new pipeline (along with new service laterals, meter
boxes and fire hydrants) by open cut construction followed by abandonment of the
existing facilities.
3. NEW INFORMATION
The Water Department has been investigating methods to repair/rehabilitate existing
pipelines in place for several of years. There are a number of different rehabilitation
methods and there are products that are certified for use in potable water systems.
These products and methods typically deal with distribution pipelines (4-inches to 12-
inches in diameter). For the small diameter service laterals, there are not any
rehabilitation methods and the pipe must be replaced by either open cut or trenchless
construction.
The 3M Corporation has targeted the rehabilitation of potable water pipelines as an
area with significant market growth in the future. 3M has developed aspray-applied
lining that is certified for potable water use. 3M approached the District regarding a
pilot project to demonstrate the new lining methodology and indicated that it would
provide a significant cost incentive in order to perform the work.
A number of discussions were held and potential project sites were reviewed.
Eventually, the 8-inch steel pipeline that crosses the 15th fairway of the Tahoe Donner
Golf Course from Davos Drive to Swiss Lane was selected for various of reasons:
1) There are a minimal number of service connections along this pipeline segment
2) This pipeline segment does not need to be upsized in order to provide
additional hydraulic capacity
3) The area north of the golf course fairway is heavily wooded and construction of
a new pipe would require significant tree removal
4) Leak repairs on this pipe are problematic due to the golf course irrigation
system and the desire of TDA to not interfere with golfers using the course
5) Traffic control and pavement restoration will not be required, reducing pJ project
costs
6) The pipe segment does not cross a creek, minimizing the possibility of
groundwater intrusion
The general location of this pipeline is shown on the figure included as Attachment 1.
3M does not own excavation equipment and typically serves as a subcontractor to a
general contractor. Therefore, a project scope was developed as follows:
• 3M will perform pipeline rehabilitation activities involving the inspection,
cleaning and structural lining of the existing pipe.
• The District will function as the "general contractor." The District will perform
excavation, backfill, pressure testing and disinfection activities. The District will
also coordinate with the Tahoe Donner Association and nearby property
owners.
The project is currently scheduled to start in early August.
4. FISCAL IMPACT
3M has quoted a price of $15,000 for the cleaning and lining of about 670 feet of
pipeline of 8-inch pipeline. This equates to a unit price of about $22 per foot. For
comparison, bid prices for the installation of new 8-inch pipe ranged from $45 to $80
per foot for the District's most recent pipeline replacement project in 2010.
District costs (labor & materials) associated with this work are estimated at $20,000.
Therefore, the total estimated cost is about $35,000, which is slightly more than $52
per foot.
It is proposed that this project be funded from the Water p Department's Capital
Replacement Fund. The current balance of the fund is about $3.46 million.
5. RECOMMENDATION
1) Authorize the General Manager to sign the contract with 3M
2) Authorize the transfer of up to $35,000 from the Water Department's Capital
Replacement Fund to the Water Department general Fund to cover the cost of
the project.
