Subject: Consideration of Contracts for the Residential Energy Survey and
Energy Savings Programs
1. WHY THIS MATTER IS BEFORE THE BOARD
This item is before the Board as the contract extension amount is greater than
$15,000 and requires Board approval.
2. HISTORY
The District launched the Energy Savings Program (ESP) in the fall of 2009 as the
District's first low-income program and awarded contracts to the Family Resource
Center of Truckee (FRC) to implement the income-qualified portion and Sierra Green
Building Association (SIGBA) to implement the residential energy survey portion of the
program. The District launched the Residential Energy Survey Program (RES) in the
fall of 2010 and amended the SIGBA contract to include residential energy surveys for
both ESP and RES.
The Board again awarded contacts in September, 2010 with an option to extend,
based on mutual agreement, for an additional one-year period ending September 1,
2012. Both the ESP and RES programs have been successful as verified by the
District's Evaluation, Measurement, & Verification (EM&V) activities. The programs
are also very favorably received by our customers.
3. NEW INFORMATION
Both the ESP and RES programs continue to be very well received by our customers.
A review of these programs by our Evaluation, Measurement, and Verification (EM&V)
consultant have verified that the programs are cost-effective.
Staff is preparing to continue the ESP and RES programs this fall through FY13.
Target program participants during the September, 2011 through December, 2013
period are 265 customers for the ESP program and an additional 265 residential
energy surveys for the RES program. Based on solid performance by the FRC and
their unique local presence, staff is recommending that the current contract be
extended through December 2013 at the current contract terms and conditions but
with the adjustment from a 12-month contract to a 15-month contract to correspond
with the Districts annual purchasing routine. The remaining material terms of the
previous contract remains the same.
For the residential energy surveys to support the ESP and RES programs, Staff
issued an Request for Proposal (RFP) on August 1, 2012 to conduct 530 residential
energy surveys starting September, 2012 through December, 2013. The scope of
work was identical to the previous contract but the program has been amended to
include the installation of up to twenty four CFL's and up to two low-flow shower-
heads. To allow for the increased scope of work, survey blocks have been extended
from 60 minutes to 90 minutes.
The RFP was advertised in the Sierra Sun on August 3, 2012 and proposal were due
on August 22, 2012. The District received six proposals which were evaluated by a
scoring committee consisting of members from the Conservation and Administrative
Services departments. Sierra Energy Pro's proposal was scored as the most
advantageous to the District:

4. FISCAL IMPACT
The FRC contract extension is for an additional base amount of $18,125 with a 10%
change order authorization of $1,813 for a total additional amount not to exceed
$19,938 over a term ending December 31, 2013.
The Sierra Energy Pro's contract is for a base amount of $53,000 with a 10% change
order authorization of$5,300 for a total contract amount not to exceed $58,300 over a
term ending December 31, 2013 with an option to extend, upon mutual consent at the
current contract terms and conditions, for an additional year ending December 31,
2014. Sufficient funds exist in the FY12 and FY13 Conservation Department budgets
for this item.
5. RECOMMENDATION
1) Extend the contract with FRC for an additional base amount of$18,125 with a 10%
change order authorization of $1,813 for a total additional amount not to exceed
$19,938 over a term ending December 31, 2013.
2) Award a contract to Sierra Energy Pro's for a base amount of $53,000 with a 10%
change order authorization of $5,300 for a total contract amount not to exceed
$58,300 over a term ending December 31, 2013 with an option to extend for one
additional year.
