Membership Proposal
1. WHY THIS MATTER IS BEFORE THE BOARD
Board feedback and direction is sought on a potential new partnership with the
Electric & Gas Industries Association (EGIA) which is envisioned to be a multi-year
program for the District.
2. HISTORY
The District is constantly seeking opportunities to improve our current programs and
add new programs to support our customers efforts to implement cost-effective energy
and water conservation measures. Many District conservation programs and rebates
require the support of licensed contractors. This is particularly true of commercial
lighting, commercial refrigeration, duct/building envelope, water-efficient toilets, and
water rebates. District customers are frequently asking for contractor referrals from
the District which, to date, we have been unable to provide without of formal
Statement of Qualifications (SOQ) process which would need to be undertaken and
maintained. In addition to contractor support, customers are also often seeking
financing options to implement cost-effective conservation projects. Again, the District
is unable to provide specific options to the customers with regards to financing.
Although the District's water and energy conservation programs have been very
successful, many programs are limited by the District's inability to provide contractor
referrals and to provide access to financing options. District staff has been
investigation options to address these issues over the last couple of years including
discussions with the Contractor Association of Truckee Tahoe (GATT) and a
unsuccessful Request for Proposal (RFP) in 2010 to have a vendor manage a formal
SOQ process for the District.
3. NEW INFORMATION
The District has been given a group membership proposal from EGIA (See
Attachment 1). EGIA is a well established non-profit industry association that has
been developing and managing high performance contractor networks for over 30
years in support of utility conservation programs. EGIA is current) working with ma

utilities across the country and in California including NCPA member Palo Alto,
SMUD, PG&E, and others. EGIA is uniquely positioned to support the District's effort
to enhance our contractor network development efforts by:
• Leveraging EGIA's Member and Partner Networks to augment the District's
contractor network recruiting;
• Connecting to EGIA's network of equipment manufacturers and distributors;
• Facilitating contractor development by providing tools, knowledge, and training;
• Providing participating contractors with access to EGIA's member benefits and
GEOSmart Financing Clearinghouse; and
• Implementing a contractor screening process to enable the District to give
contractor referrals.
Specifically, the EGIA group membership proposal would be based on an annual fee
paid to EGIA by the District and for this fee EGIA would provide up to 50 contractors
with first-year free EGIA membership (after contractor screening) with 15 of these
contractors eligible for more comprehensive screening to be qualified to offer the
EGIA financing options. District staff envision running this Y

to build capacity for existing contractors and increase the size of our contractor
network each year. Should contractor demand for this program exceed the initial 50
EGIA member limit, staff will re-evaluate the membership limit and will consider
expanding the program in future years.
4. FISCAL IMPACT
The proposed annual group EGIA membership fee is $10,000 and the term would be
from September, 2012 to September, 2013. The contract would have an option to

extend for one additional year, upon mutual agreement, at the existing contract terms
and conditions. Sufficient funding exist in the FY12 and FY13 Conservation
Department budgets for this new program.

The proposal details how EGIA can help TDPUD enhance its existing residential and commercial contractor
relationships with EGIA's existing contractor relationships into a network managed by EGIA for TDPED. This
approach offers TDPUD access to EGIA's contractor screening services as a benefit to all your customers while
shielding your utility from contractor risk management issues. This way, as TDPUD program portfolio expands
beyond lighting measures, your utility will be well-positioned to leverage this contractor network resource when
you introduce incentives for the more comprehensive energy efficiency approaches like the California regulators
are requiring of the investor-owned utilities.
In particular, this proposal establishes a roadmap to provide TDPUD with what it will need to evolve programs
over the next few years from high-cost-but-effective lighting incentives to more comprehensive whole house
contractor installed measures. This contractor network development plan begins to build that necessary
contractor network and though the PowerSaver Loan Program provides an immediate tool to address current
customers' needs while providing contractors with tools,training that will enable them to grow their business. In
parallel, EGIA can pursue with TDPUD an effort to helping expand your network of commercial lighting and
refrigeration contractors by introducing commercial leasing as an added value offering from EGIA's GEOSmart
Finance Clearinghouse.

SECTION 2: OUTREACH and RECRUITMENT
A key to success for TDPUD is to have a strong, diverse and well trained contractor trade ally network that is
aggressively promoting the program and actively installing qualified home energy efficiency upgrades throughout
the state. EGIA will leverage its extensive contractor, manufacturer and distributor relationships in and around
the participating cities to help your organization grow a contractor network comprised of the territory's top-tier
home improvement contractors.
Targeting Contractors to invite to Network
EGIA currently has home improvement contractor members and contracting business affiliated with EGIA's
manufacturer and distributor based Partners program already servicing homes and businesses in TDPUD. All of
these companies are currently communicated with on a regular basis, with many already having completed a
rigorous screening and approval process required for contractors to participate in the EGIA GEOSmart Energy
Efficiency Financing program.
EGIA has established corporate and regional level relationships with manufacturers and distributors with large
contractor networks serving Truckee Donner such as: Service Partners (North America's largest insulation
distributor), Applegate Insulation (regional insulation manufacturer with a local distribution network of top tier
insulation contractors); established leading HVAC manufacturers, Goodman, Amana, Lennox, Ruud and Rheem;
geothermal heat pump manufacturers, WaterFurnace, Climatemaster and EnerTech; as well as solar PV and
solar thermal manufacturers Sharp Solar, DC Power, Heliocal, Fafco, and many others.
As a first step, EGIA will assemble a listing of its local contractors and key contacts at appropriate partner
organizations, along with all current TDPUD program participating contractors to receive an initial announcement
about how EGIA is partnering with TDPUD. This will include an invitation to a program launch event to be
produced by EGIA and conducted in-person at utility headquarters, with the option for contractors and allies to
participate via a simulcast webinar.

EGIA will provide contractor screening on program participating contractors to assure that only reputable and
legally screened contractors are participating in the sponsored program. Using EGIA's online screening
application, contractors can login and create a username and password. The contractor will then be guided
through the enrollment process, attach all necessary documentation as .pdf files (insurance certificates,
contractor license, signed w-9, program participation agreement, etc.) and attach an electronic signature to all
documents requiring a signature. The contractor enrollment information is uploaded into the EGIA Contractor
Enrollment System (ECES) and reviewed to assure all eligibility requirements have been met. If background
checks are also required for program participation, EGIA will initiate the background checks on the business or
organization principals and assure program eligibility requirements are met. Detailed contractor network reports
are available through ECES and can be accessed through a secure online portal, 24/7 for program manager
review.
EGIA proposes the following as minimum program standards in addition to whatever technical and other
program participation requirements that you wish to include:

Insurance and Bonding • Meet or exceed minimum insurance requirements established by
the sponsor. Contractor must submit insurance certificates for(1)
general commercial liability, (2) auto liability, (3)workers
compensation, and (4) professional liability/errors and omissions.
• Commercial liability and auto must name program sponsor as
additional Insured.
• Contractor meets bonding requirements and is in good standing
Tax Compliance Contractor shall provide a completed W-9
Trade Reference Check • Verify satisfactory rating with a minimum of three current trade
references

CONTRACTOR TRAINING
Web-Based Training
Leveraging successful national webinar trainings conducted through its Leadership Academy, EGIA will develop
an on-going series of web-based training to support and grow the TDPUD contractor network. Webinars can be
preferable to in-person meetings for contractors because it offers an opportunity for all key staff of a
contracting firm to participate, not just the principal or a designated few who might attend an on-site meeting.
In addition,the webinars will be recorded and archived for reference by
those unable to participate at the designated date/time. This program X _ L:

In-Person Training
While EGIA proposes to achieve your training needs most cost-effectively through web-based initiatives, EGIA
has proven success in programs with larger training budgets to deliver on-site, in-person activities where
contractors, utilities, government and allied organizations learn and network. This program aspect can include
two distinct types which are available to TDPUD as optional services above and beyond our proposed fee for
this work scope:
Fundamentals of Home Performance Business Management
EGIA will adapt its 16-hour "Fundamentals of Home Performance Business Management" curriculum as
presented over 4 evenings for Skyline College in San Bruno, Calif. to a 8-hour course appropriate to be
presented in 1 day for current and prospective owners and key manager staff of contracting companies that
participate in TDPUD's residential and small commercial energy efficiency and renewable energy programs.
EGIA will customize the one-day session to offer an overview of key productivity drivers necessary to create and
sustain a new business or transition an existing business to offer energy efficiency and renewable energy
services to homes and business in your area. Students will learn to identify how best to grow their business by
leveraging in-house and external resources for: Business/Financial Management, Marketing Management,
Sales Management, and Customer Service/Operations Management.
Contractor Exchange
The Contractor Exchange is a statewide or regional event conducted by seasoned professionals to help senior
management of a contracting business develop more profitable businesses. These 2-day workshops feature
interactive panel presentations with industry experts and contractors who have successfully incorporated
energy efficiency and renewable energy initiatives into traditional contracting business models.
EGIA will adapt for TDPUD its successful 2-day workshop series as presented recently as Rocky Mountain
Contractor Exchange in February 2012 as well as New York Contractor Exchange s presented in Buffalo and

Roles and Responsibilities. Production of webinar and/or workshop training will involve the following entities:
• Agenda Advisory Committee comprised of representatives from TDPUD, EGIA and other stakeholders who will
meet via web/conference call to provide strategic direction and review course curriculum.
• Event Management and Host. TDPUD will provide meeting space, and promote meeting attendance and
handle registrations through its established infrastructure.
• Curriculum Development and Presentation. EGIA can assemble a curriculum development advisory team to
adapt existing training materials to this customized training need in consultation with TDPUD and other
stakeholders to be determined. Upon acceptance by TDPUD of the new curriculum, EGIA will provide
experienced instructors to present the material and recruit TDPUD program participating contractors to serve
as guest speakers on the days desired by TDPUD at the locations requested.
EGIA's role would be as the training producer with these responsibilities:

EGIA administers a Finance Clearinghouse of program options for leading utility and government sponsored
energy efficiency programs nationwide. Options include full program administration by EGIA on behalf of
program sponsors, leveraging sponsors' energy efficiency funds to buy-down the interest rate to below-market
levels or sponsored programs that offer customers a choice between cash back rebates or low-interest/ no
interest financing. In other cases,at no per-loan cost to the program sponsor, sponsors simply inform customers
that the GEOSmart loan program is available and direct them to EGIA Approved Contractors as a way of
augmenting their rebate and consumer energy efficiency educational programs.
For TDPUD, access to the PowerSaver Loan Program for homeowners and Commercial Leasing for businesses
will be the primary drivers in recruiting contractor to enroll in the TDPUD Contractor Network. Best of all for
TDPUD, both of these finance options offer the immediate "good will" opportunity to demonstrate to TDPUD
customers your utilities' commitment to help them make more comprehensive energy efficiency and renewable
energy program improvements without the need for per-loan incentives from the utility yet still have the ability
to capture job data documentation to perhaps claim the associated energy savings and/or renewable
generation credit.
In addition to administering utility/government sponsored programs, EGIA provides its own national contractor
financing program delivering direct financing through over 3,500 home improvement, renewable energy and
home performance contractors, manufacturers and distributors. Through its combined sponsored and contractor
direct comprehensive set of financing options, EGIA loan has facilitated the financing of over 55,000 home and

EGIA proposes to leverage its GEOSmart Finance Clearinghouse to introduce financing solutions most
appropriate for TDPUD.
The GEOSmart loan program can finance virtually any energy efficient home upgrade. 100% of the project cost
is eligible for financing, including costs for pre and post installation home analysis, and all cost associated with

GEOSmart No Payment, Same-As-Cash financing option due to their ease of use, limited paperwork and instant
in-home approvals.

This unsecured installment loan will finance 100% of the installed cost for TDPUD qualified projects. As with all
EGIA GEOSmart financing programs, sponsors assume NO financing risk for customer or contractor default. All
risk and associated losses are assumed by the finance service provider.
EGIA has negotiated unique options for the GEOSmart Short-Term Financing program that includes the important
elements required by most program sponsors. The GEOSmart® loan program includes a no interest/ no
payment same as cash offering from 90 days to 18 months.The same as cash offering is a great incentive to get
homeowners off the fence by easing the shock of writing that big check up front and allowing them up to 18
months to pay it off with no interest.

Well-trained contractors are essential to the success of any financing program. EGIA provides extensive
contractor education/ training on all GEOSmart loan programs we administer. EGIA will distribute a contractor
"starter kit" during program kick-off meetings; including appropriate program marketing materials, finance
service agreements and applicable program forms to enable the contractor to get off to a rapid start.
EGIA recognizes that program related training must be an ongoing process. EGIA representatives constantly
work with participating contractors to make sure they have all of the training, program resources and sales tools
needed to effectively communicate the availability of the sponsored financing program to their customers. EGIA
not only trains contractors on the financing program process, but also teaches contractors how to sell energy
efficient home improvement and fully integrate financing into their in-home sales activities.
EGIA will train all contractors participating in the sponsored GEOSmart financing program to increase awareness
and commitment in support of the program. Training and communications with TDPUD staff and program
approved contractors will consist of the following:

Web Portals for Contractors and Customers
EGIA can develop customized versions of the same comprehensive homeowner and contractor focused web
portals that EGIA develops for its own member contractors and their customers. EGIA's Contractor Portal
development capabilities include creation of a program-branded website to house all program information,
contractor marketing tools, forms and training manuals. Once a contractor is approved for participation in the
program, the contractor can gain access to this information by logging into the system with a unique user name
and password. This Contractor Portal can include: referrals to peer programs within the region; business
development allies; summary of available incentives/trainings; economic/workforce development grant
opportunities; etc. Once enrolled, program participating contractors can access a concierge-style service to give
these small businesses the information and encouragement they need to make the most of their program

EGIA has developed the GEOSmart Homeowner Center as a resource for the customers of its own EGIA member
contractors. This Homeowner web Portal can be customized for sponsored programs and enhanced to include
services such as:
• Incentive Availability program information to include, but not be limited to, other energy and/or utility
sponsored programs for renewable energy, demand response, tax credits, etc. The website could
include a one-stop-shop approach with customized program summaries and key contact information as
well as tips for how to make the most of other, related programs.
• Contractor Referral to locally-based, pre-screened and properly licensed businesses that understand and
support the program initiatives and specialize in comprehensive, performance-based and/or single
measure solutions. The service includes close follow-up communications with both the homeowner
requesting the referral and the contractor(s) receiving the referral to be sure all customer expectations
are met and participating programs are properly positioned.
• Personal Concierge/Coach to offer assistance via dedicated email or phone contact for tracking details
on a particular energy/water utility-related program. Prompt responses from program staff should
include a "warm" transfer/referral to a subject matter expert within the utility, municipality and/or
industry.
• Rebate Application Assistance to include facilitation of payment processing, where appropriate, for
utility/government/manufacturer/retailer sponsored incentives for energy efficiency and renewable
energy programs
• Financing Program Referral to pre-screened financing program providers, including a program co-
branded solution which the program may choose to offer at market rates or participate in below-market
subsidies for qualified projects. Assistance includes facilitation of initial inquiry, assistance in calculating
value and payback in both energy and non-energy benefits from homeowners' perspective, as well as
application preparation and submittal, where appropriate.

Modeled after reality television shows, these contests offer an innovative way to shine a light on comprehensive
home energy efficiency programs by demonstrating how upgrades can lower energy bills and offer non-energy
benefits as well. The contest entry screening embrace a building-science approach to select winning home(s)
that best demonstrate the potential for energy savings using products and services donated by local contractors.
Then, media and stakeholder group V.I.P.s are invited to tour the newly-improved, winning homes to showcase
how everyone in the community can conduct their own energy makeover at their own expense using local
suppliers.
EGIA is the leading administrator of home energy makeover contests promoting whole-house home

EGIA's Leadership Academy Web Exchange series for Utility and Government Program Manager is presented
monthly. The primary audience for these 90-minute sessions is energy and water utility and state/local
government staff who design and implement programs that encourage homeowners to make energy efficiency
and renewable energy improvements. The Core Curriculum is rotated among three tracks: Program Marketing

In addition to the webinars that are produced for a national audience, EGIA produces state and regionally
focused Utility and Government Efficiency Exchanges and Forums. These 2-3 day workshops feature interactive
