WHY THIS MATTER IS BEFORE THE BOARD Board feedback and direction is sought on a potential new partnership with the Electric & Gas Industries Association (EGIA) which is envisioned to be a multi-year program for the District. 2. HISTORY The District is constantly seeking opportunities to improve our current programs and add new programs to support our customers efforts to implement cost-effective energy and water conservation measures. Many District conservation programs and rebates require the support of licensed contractors. This is particularly true of commercial lighting, commercial refrigeration, duct/building envelope, water-efficient toilets, and water rebates. District customers are frequently asking for contractor referrals from the District which, to date, we have been unable to provide without of formal Statement of Qualifications (SOQ) process which would need to be undertaken and maintained. In addition to contractor support, customers are also often seeking financing options to implement cost-effective conservation projects. Again, the District is unable to provide specific options to the customers with regards to financing. Although the District's water and energy conservation programs have been very successful, many programs are limited by the District's inability to provide contractor referrals and to provide access to financing options. District staff has been investigation options to address these issues over the last couple of years including discussions with the Contractor Association of Truckee Tahoe (GATT) and a unsuccessful Request for Proposal (RFP) in 2010 to have a vendor manage a formal SOQ process for the District. 3. NEW INFORMATION The District has been given a group membership proposal from EGIA (See Attachment 1). EGIA is a well established non-profit industry association that has been developing and managing high performance contractor networks for over 30 years in support of utility conservation programs. EGIA is current) working with ma . . . Y g many utilities across the country and in California including NCPA member Palo Alto, SMUD, PG&E, and others. EGIA is uniquely positioned to support the District's effort to enhance our contractor network development efforts by: • Leveraging EGIA's Member and Partner Networks to augment the District's contractor network recruiting; • Connecting to EGIA's network of equipment manufacturers and distributors; • Facilitating contractor development by providing tools, knowledge, and training; • Providing participating contractors with access to EGIA's member benefits and GEOSmart Financing Clearinghouse; and • Implementing a contractor screening process to enable the District to give contractor referrals. Specifically, the EGIA group membership proposal would be based on an annual fee paid to EGIA by the District and for this fee EGIA would provide up to 50 contractors with first-year free EGIA membership (after contractor screening) with 15 of these contractors eligible for more comprehensive screening to be qualified to offer the EGIA financing options. District staff envision running this Y program for multiple ears g p to build capacity for existing contractors and increase the size of our contractor network each year. Should contractor demand for this program exceed the initial 50 EGIA member limit, staff will re-evaluate the membership limit and will consider expanding the program in future years. 4. FISCAL IMPACT The proposed annual group EGIA membership fee is $10,000 and the term would be from September, 2012 to September, 2013. The contract would have an option to p extend for one additional year, upon mutual agreement, at the existing contract terms and conditions. Sufficient funding exist in the FY12 and FY13 Conservation Department budgets for this new program. 5. RECOMMENDATION Provide feedback and direction on the EGIA proposal. Steven Poncelet Michael D. The proposal details how EGIA can help TDPUD enhance its existing residential and commercial contractor relationships with EGIA's existing contractor relationships into a network managed by EGIA for TDPED. This approach offers TDPUD access to EGIA's contractor screening services as a benefit to all your customers while shielding your utility from contractor risk management issues. This way, as TDPUD program portfolio expands beyond lighting measures, your utility will be well-positioned to leverage this contractor network resource when you introduce incentives for the more comprehensive energy efficiency approaches like the California regulators are requiring of the investor-owned utilities. In particular, this proposal establishes a roadmap to provide TDPUD with what it will need to evolve programs over the next few years from high-cost-but-effective lighting incentives to more comprehensive whole house contractor installed measures. This contractor network development plan begins to build that necessary contractor network and though the PowerSaver Loan Program provides an immediate tool to address current customers' needs while providing contractors with tools,training that will enable them to grow their business. EGIA will leverage its extensive contractor, manufacturer and distributor relationships in and around the participating cities to help your organization grow a contractor network comprised of the territory's top-tier home improvement contractors. Targeting Contractors to invite to Network EGIA currently has home improvement contractor members and contracting business affiliated with EGIA's manufacturer and distributor based Partners program already servicing homes and businesses in TDPUD. All of these companies are currently communicated with on a regular basis, with many already having completed a rigorous screening and approval process required for contractors to participate in the EGIA GEOSmart Energy Efficiency Financing program. EGIA has established corporate and regional level relationships with manufacturers and distributors with large contractor networks serving Truckee Donner such as: Service Partners (North America's largest insulation distributor), Applegate Insulation (regional insulation manufacturer with a local distribution network of top tier insulation contractors); established leading HVAC manufacturers, Goodman, Amana, Lennox, Ruud and Rheem; geothermal heat pump manufacturers, WaterFurnace, Climatemaster and EnerTech; as well as solar PV and solar thermal manufacturers Sharp Solar, DC Power, Heliocal, Fafco, and many others. As a first step, EGIA will assemble a listing of its local contractors and key contacts at appropriate partner organizations, along with all current TDPUD program participating contractors to receive an initial announcement about how EGIA is partnering with TDPUD. This will include an invitation to a program launch event to be produced by EGIA and conducted in-person at utility headquarters, with the option for contractors and allies to participate via a simulcast webinar. bEG-HUN do UUNTRACTOR bURWENINU EGIA will provide contractor screening on program participating contractors to assure that only reputable and legally screened contractors are participating in the sponsored program. Using EGIA's online screening application, contractors can login and create a username and password. The contractor will then be guided through the enrollment process, attach all necessary documentation as .pdf files (insurance certificates, contractor license, signed w-9, program participation agreement, etc.) and attach an electronic signature to all documents requiring a signature. The contractor enrollment information is uploaded into the EGIA Contractor Enrollment System (ECES) and reviewed to assure all eligibility requirements have been met. If background checks are also required for program participation, EGIA will initiate the background checks on the business or organization principals and assure program eligibility requirements are met. Detailed contractor network reports are available through ECES and can be accessed through a secure online portal, 24/7 for program manager review. Webinars can be preferable to in-person meetings for contractors because it offers an opportunity for all key staff of a contracting firm to participate, not just the principal or a designated few who might attend an on-site meeting. In addition,the webinars will be recorded and archived for reference by those unable to participate at the designated date/time.
