The following are responses to each of the issues in your December 22, 1999 letter to Peter Holzmeister. 1. Land Use Planning- Based on your comments, the District will not pursue a special use permit for the project, but will facilitate the certificate of compliance for the remaining church parcel. 2. Aesthetics - Following the construction of the Highway 267 Bypass, existing Highway 267 adjacent to the project site will be reconstructed into a cul-de-sac. We do not anticipate much traffic using this dead-end section of the road. The project site is screened from Highway 267 by an existing embankment. The project site is also screened by trees surrounding the site. The District will evaluate the need for additional landscape screening following construction of the station. The design and construction of the pump station will be typical of recent District pump stations. Exterior materials will include split face masonry with metal roofing. Colors will be earth tones to blend with the building's surroundings. 3. General Comments - Until the construction of the cul-de-sac is complete, District vehicles will access the project site using the existing church driveway and dirt road which goes to the site. Considering the frequency and timing of District site visits compared to church uses of the same access, this is not considered a potential adverse impact. Following construction of the cul-de-sac, the District will have an access driveway directly from the cul-de-sac to the project site. Project plans call for on-site parking for District vehicles. Truckee Donner Public Utility District P.O. Box 309 Truckee, Nevada County, CA 96160-0309 Project Description: Acquisition of property for and construction of a new production well, well pump station, and pipeline. Findings of Exemption: An initial study has been conducted by the Truckee Donner Public Utility District so as to evaluate the potential for adverse environmental impact. When considering the record as a whole there is no evidence before the Truckee Donner Public Utility District that the proposed project will have potential for an adverse effect on wildlife resources or the habitat upon which the wildlife depends. The Truckee Donner Public Utility District has, on the basis of substantial evidence, rebutted the presumption of adverse effect contained in Section 753.5 (d) of Title 14, Code of California Regulations. Certification: I hereby certify that the Truckee Donner Public Utility District has made the above findings of fact and that based upon the initial study and hearing record the project will not individually or cumulatively have an adverse effect on wildlife resources, as defined in Section 711.2 of the Fish and Game Code.
