HomeMy WebLinkAbout2000-02-02 Agenda Packet - Board (6) TDPUD STAFF REPORT January 26, 2000 To: Board of Directors From: Scott Terrell, Planning Director Subject TTSA Energy Project Funding AGENDA # S Truckee Donner Public Utility District has an established Public Benefits Program and is currently complying with AB1890's requirement to fund Public Benefit projects within TDPUD's electric service area. One of the main components of TDPUD's Public Benefits Program is to provide large public, non-profit agencies in Truckee with Comprehensive Energy Analyses (CEAs) and Financial Energy Measures Retrofit Assistance. Energy Masters International has recently completed a Comprehensive Energy Analysis for the Tahoe Truckee Sanitation Agency. The following measures were recommended: Interlock ARRP & PSA compressors, install variable frequency drive motors on ammonia stripper pumps, automate controls on hydraulic filter press pumps, improve control of stripper underflow pumps, install variable frequency drive motors on regenerant supply pumps, improve efficiency of ARRP tower fans, replace inefficient motors with high efficiency motors, install heating system modifications, convert multi-zone to variable air volume air handlers and replace inefficient lighting with high efficiency lighting. The total cost to complete the installation of these measures is estimated to be about $500,000. The economic analysis is estimated to be about a 5 year payback period. If all these measures are implemented TTSA is expected to save about $93,000 per year in energy costs. TDPUD's contribution to TTSA's Energy Analysis was $29,920. Staff proposes to provide $30,000 or one-third of the total project costs, whichever is less, financial assistance for the above proposed measures if approved for implementation by the Tahoe Truckee Sanitation Agency Board of Directors. RECOMMENDATION Staff recommends that the Board authorize $30,000 or one-third the total project costs, whichever is less, to fund a portion of the energy measures recommended for implementation at the Tahoe Truckee Sanitation Agency.
