Truckee Donner Public Utility District has an established Public Benefits Program and is
currently complying with AB1890's requirement to fund Public Benefit projects within TDPUD's
electric service area. One of the main components of TDPUD's Public Benefits Program is to
provide large public, non-profit agencies in Truckee with Comprehensive Energy Analyses
(CEAs) and Financial Energy Measures Retrofit Assistance,
Energy Masters International has recently completed a Comprehensive Energy Analysis for
Tahoe Forest Hospital. The following measures were recommended: Chiller replacement w/high
efficiency, Boilers(2) replacement w/high efficiency, Motors replacement with high efficiency and
replace inefficient lighting with high efficiency lighting. Other measures were proposed and will
be considered for implementation at a future time. The total cost to complete the installation of
these measures is estimated to be about $900,000. The "true" cost for chiller and boilers
replacement would account for the difference between the cost of the high efficiency models
proposed versus standard model costs. The incremental cost for these items plus the full cost of
high efficiency motors and lighting is estimated to be about $200,000. The economic analysis
based on the incremental costs and savings between the high efficiency chiller and boilers
versus standard models is estimated to be about a 5 year payback period. If all these measures
are implemented TTSA is expected to save about $42,000 per year in energy costs.
TDPUD's contribution to the Hospital District's Energy Analysis was $9,501. Staff proposes to
provide $30,000 or one-third of the total project costs, whichever is less, financial assistance for
the above proposed measures if approved for implementation by the Tahoe Forest Hospital
Board of Directors.
RECOMMENDATION
Staff recommends that the Board authorize $30,000 or one-third of the total project costs,
whichever is less, to fund a portion of the energy measures recommended for implementation at
the Tahoe Forest Hospital.
