Attached is a letter from SR Jones, Executive Officer of Nevada County LAFCo, notifying us that
Pat Sutton's term on the LAFCo commission will expire on May 1, 2000. We are being asked to
participate in the process of filling that vacancy by making a nomination at this time. The
nominations are made by resolution, and must be submitted to LAFCo by March 6, 2000.

position,which will begin the selection process for the Special District member.
Bob Ym Commissioners are appointed for four-year terms pursuant to Government Code

Following are the steps of the nomination and election process:

1. This notice requesting nominations is sent to each independent Special
District. (It is being faxed to Districts for which we have fax numbers;
SR Jones hard copies will be sent by U. S. Mail.)

3. Nominating Districts may also forward a brief resume for their nominees,
one paragraph or so in length, noting the qualifications they have for this
position. The resolution and resume must be received by LAFCo no
later than March 6, 2000. The resumes will be copied and included in
the ballot packet.

4. Upon receipt of nomination resolutions and r6sumds, LAFCo staff will prepare the ballot
and send it by certified mail to each independent Special District. The ballot may not be
photocopied—only the original ballot will be accepted by LAFCo. Only the Chairperson of
the Board of Directors or an appointed substitute may complete and sign the ballot.
5. The ballot must be returned to LAFCo no later than the date stated on the ballot.
6. The votes will be tallied by LAFCo staff under supervision of the Nevada County Elec-
tions Office.
Results of the election for the LAFCo Special District member will be sent to each Special District
and each nominee.
The attached resolution may be used if your Board so desires. The resolution of nomination
must be returned no later than March 6, 2000,to the following address:

Responsibilities of a LAFCo Commissioner
What is LAFCo?
The Local Agency Formation Commission(LAFCo) is an independent public agency with
authority over local government agency changes of organization—that is, annexations,
detachments, and consolidations of cities or districts, formation and dissolution of Special
Districts, and incorporation and disincorporation of cities. Additionally, LAFCo is respon-
sible for adopting a Sphere of Influence for each agency in the county. The Sphere of
Influence is a plan for an agency's probable future boundaries and should represent the
logical growth plan for the agency.
LAFCo's Composition
The Commission is composed of two Special District members(elected by the Special
Districts);two County members(appointed by the Board of Supervisors);two City mem-
bers (appointed by the City Selection Committee); and a Public member(appointed by the
other LAFCo Commissioners). In addition, each category has an alternate member who
votes in the absence of one of the members of that category. Alternate members attend all
meetings and participate in discussion.
The Commissioner's Role
LAFCo Commissioners approve or deny proposals for changes in organization based on
the procedures and standards of the Cortese-Knox Local Government Reorganization Act
(Government Code Sections 56000 et seq.). Additionally,LAFCo is subject to the Cali-
fornia Environmental Quality Act, as are all public agencies.
LAFCo Meetings
The Commission meets at least once a month on the third Thursday. Commissioners are
expected to attend all meetings and participate in the deliberation process. LAFCo also has
an appointed staff to coordinate meeting logistics and to research and make recommenda-
tions on proposals before the Commission.

MAKING NOMINATION FOR SPECIAL DISTRICT MEMBER OF THE
NEVADA COUNTY LOCAL AGENCY FORMATION COMMISSION
Whereas,the Board of Directors of the District has received notice of
the request for nominations for the Special District Member position on the Nevada County Local
Agency Formation Commission, pursuant to Section 56332 of the Government Code; and
Whereas,the Board of Directors of the District has considered and
determined to nominate the individual named below to serve on Nevada County LAFCo as the Special
District Member;
Now,therefore, be it resolved,the Board of Directors nominates the following individual,
for Special District Member with a term to expire in May 2004.
The foregoing resolution was duly passed at a regular/special meeting of the
District held on 2000,by the following roll call vote:
