RECOMMENDATION:
Receive information from the workshop and provide feedback to staff
BACKGROUND:
The District is a longstanding member of the Northern California Power Agency (NCPA)
along with 15 other members spanning as far south as the City of Lompoc, and as far
north as the City of Shasta Lake. The primary service NCPA provides in support of the
District is regulatory compliance and advocacy, but NCPA offers many other JPA
pooled services such as energy procurement, various administrative services, grant
writing and funding strategies, capital project planning and many more. The regulatory
landscape has greatly evolved over the past few years with the advancement of the
state-required Renewable Portfolio Standard (RPS), new markets (Extended Day
Ahead Market), Resource Adequacy, Wildfire Mitigation Planning reports, grid security
reports, and the expansion into other states capable of transacting with California. One
of the additional member services provided by NCPA staff are annual workshops
providing insights into opportunities and challenges on the horizon for public power, as
it relates to the regulatory and legislative landscape.
ANALYSIS AND BODY:
The title of the presentation is, An Overview of California Energy Policy. While the
conversation will be dynamic in nature, the general topics to be covered include:
• A background on NCPA and the relationship with TDPUD
• NCPA's generators and primary services
• Challenges with regulatory compliance (RPS, GHG, ACF, etc.)
• Energy agencies (CEC, CPUC, FERC, etc.) and their relationship to TDPUD
• Energy Markets 101, and what is coming soon
