Wright, General Manager RECOMMENDATION: Appoint General Manager Brian Wright as the District's Negotiator for Lease of District Property, APN 019-45-053 and APN 019-45-054 BACKGROUND: The District owns and maintains real property throughout its service territory. The majority of the property owned and maintained by the District is utilized for the purposes of specific electric and water utility operations. Some parcels of land are either currently undeveloped and reserved for utility operations planned for the future or leveraged for other community beneficial use through lease agreements with various entities. Multiple parcels owned by the District are within the Tahoe Donner Rec and Park District's (TDRPD) Regional Park campus under a long-term lease agreement between the District and TDRPD. ANALYSIS AND BODY: Recently, the District has engaged with TDRPD, Truckee Sanitary District and Friends of the Library in a joint effort to execute lot line adjustments associated with several parcels within the Truckee Regional Park campus, offering multiple community benefits including a favorable location for the new Truckee Library project, as well as future use and development of other parcels. Following the re-alignment of several parcel boundaries and the identification of the preferred location of the new Truckee Library, staff has identified the need to amend existing lease agreements with TDRPD to account for new parcel boundaries as well as consider potential lease agreements with the new Truckee Library Project JPA. Staff is recommending the District appoint the General Manager to serve as the District's negotiator for these lease agreements to ensure process efficiencies. Final approvals will be brought back to the District Board of Directors for final approval. GOALS AND OBJECTIVES: Page 1 of 2 Page 22 of 87 District Code 1.05.020 Objectives: 1.
