Subject: Pipeline on Donner Park Overcrossing

At the last meeting Neil Kaufman described the fact that CalTrans has plans to replace the
bridge over 1-80 near Donner State Park. CalTrans is calling this bridge replacement the Donner
Park Overcrossing Project, so we are using the same title. Neil further described the fact that
CalTrans plans to widen 1-80 west of that bridge in a few years, potentially interfering with our
existing pipeline under 1-80 at that location.
Ed Taylor and Neil have had conversations with CalTrans' staff resulting in three possible
scenarios regarding our existing pipeline.
Scenario 1: We may be able to leave the pipeline where it is. CalTrans may be able to widen I-
80 and extend our pipeline through the widened project. There would be a cost to this, although
it appears to be relatively low compared to the costs of Scenarios 2 and 3. We are not sure yet
who would pay for the extension on the pipeline, TDPUD or CalTrans.
Scenario 2: Place a pipeline on the new bridge and abandon the old pipeline. This scenario is
expensive, especially as CalTrans envisions constructing it. They propose constructing a ductile
iron or steel welded pipeline in the bridge, which is expensive to construct and impossible to
repair in the future. Ed and Neil are proposing variations on this scenario.
Scenario 3: Bore under 1-80 and install a new pipeline at a new location. This scenario could
be expensive, although soils reports are somewhat encouraging.
We do not have enough information to bring a specific recommendation to the Board at this
time. We need more time to develop the scenarios. We would like the Board to know we are
dealing with CalTrans on this issue, that we are evaluating three scenarios, and that each
scenario may involve multiple variations. To the extent necessary, we would like to have the
Board's authority to proceed with what we are currently doing and report back to the Board
when the issue is more fully fleshed out.
