Upon semi-retiring, I have found ample time to consider my options of
service to the Truckee Community.
I have lived in Truckee for 25 years and been actively involved in the Real
Estate and Business community.I am currently involved in Business
Opportunity and Commercial Sales and Leasing.'
Previously, I owned a Bookkeepping and Tax service business and have
extensive expertise in accounting and taxes.

Subj: I am interested in applying for appointment to fill the upcoming vacancy on the TD
PUD Board of Directors position.
I'm a native born Californian from the Bay Area. I've owned commercial and residential
property in Truckee since 1987, and when I retired in 1994 from Pacific Bell, my wife and
I moved to Truckee. We live in Tahoe Donner. My wife are 1 are self-employed in the
residential rental business managing and maintaining our rental properties located
throughout Northern California.
I am an active Naval Reservist with U.S. Naval Intelligence, where I continue to serve as
the Master Chief Petty Officer for Joint Intelligence Center Pacific. I served on active
duty from 1962 to 1966.
1 have always believed in public service and in giving back to the community where I lived.
I have been a member of the Humane Society since it was formed and have been its
President for past three years.
i have been a lifetime supporter of the U.S. Navy and was the California State President
for the 70,000 member Navy League of the United States. I currently serve as a National
Director and also as the Regional Vice President in charge of Youth Activities which
includes the Sea Cadets and the Navy and Marine Corps Junior NROTC units located
throughout California and Nevada.
1 have a Bachelor's degree in Economics and Engineering and a Masters degree in
Business. I am a former member of the Institute of Electrical Engineers and the Cable
Television Engineer's Association. I also hold a General First Class FCC license.
My 25 year career in management with Pacific Bell was divided between Plant Operations,
Training, Mobile Services, and Strategic Management. During this time I worked with
many local,the state PUC, and federal regulatory agencies. Through Pacific Bell I have
received an enormous amount of training and experience in utility operations. I believe
that my background and experience would be a definite asset to TD PUD customers,
assuring efficient oversight of operations and service which should result in the lowest
rates to the local community PUD serves.
My major concerns and issues for TD PUD in the future are:
Reliable electrical power
Having the Lowest electrical rates possible
Having the Highest quality water
Concern over the impact to our environment while developing our future
infrastructure system to protect wildlife.
Planning for future growth
De-regulation
Competition
Supplier Power Reliability
Planning for new growth
Expiration of Sierra Pacific contract/Possible competition
Continuing to remain autonomous from local town authority

Brief Bio
Lin Zucconi holds a Ph.D. from Rice University (USA) in Electrical
Engineering/Computer Science. She recently left her position as Program
Leader for Software and Systems Engineering in the Division of Information
Technology at the Commonwealth Science and Industry Research
Organization (CSIRO) in Canberra, Australia. Prior to this she was founder
and Director of the Software Technology Center at Lawrence Livermore
National Laboratory. Dr. Zucconi has published papers on the topics of object-
oriented development, software requirements, software testing, technology
transfer, CASE tool selection, software reliability and safety, formal methods,
software design for testability, and software technology competitiveness. Her
technical interests include software engineering technology transfer, software
safety and reliability, software metrics, software process, and software testing.
She was also an IEEE Computer Society Distinguished Lecturer, and holds
memberships in the ACM and the IEEE Computer Society. She is founder of
SPIN (Software Process Improvement Network) in Australia, was founding
Chair of the Australian Computer Society National Technical Committee on
Software Process Improvement, a member of the ACS Software Engineering
Research Consultative Council, and a member of the ACS Technical
Committee on Safety Critical Systems.
She has previously been elected Member-at-Large of the IEEE Computer
Society's Technical Committee on Software Engineering. Currently she
consults in high integrity software and system requirements acquisition and
testing. She volunteers with several Truckee/Tahoe area and Reno
educational youth and handicap sports organizations. A major interest since
her retirement is encouraging young women to enter engineering and
science.

Dear Mr. Holzmeister,
Please accept this letter as my statement of interest for the
recently vacated Director's position on the Truckee Donner Public
Utility District Board.
Being a member of such a Board requires a diverse
understanding of the local community. Truckee Donner Public Utility
District plays a critical role in providing essential services to the local
community. The safe delivery of water and sewer services must be
combined with carefully designed long range master plans to insure
such services are available for future generations. Such practice is
established through intelligent contingency planning. Contingency
planning and fiscal responsibility play a large role in my actions' as
president of my local homeowners' association.
In addition to the delivery to sewer and water services is the
essential service of community recreation. A healthy community is
one in which recreation is available to all generations at minimal cost.
Through my employment with the Placer County Sheriffs office I have
seen time and time again the ill effects of children with no opportunity
to participate in organized recreation.
Having moved to the Truckee Tahoe area in 1990, my family
and I purchased our home in Truckee three years ago. Two of my
three children are active in many aspects of the local education and
recreation programs. (My youngest is not quite old enough, at 1 year
of age!) My works locally and is one of the producers of "Truckee
Talks" on local Channel 6. 1 am serving my second term as President
of the Coachland Resident Homeowners' Association.
Although engaged in family and community responsibilities, I an
also prepared to meet the challenges and opportunities of a Board
position with Truckee Donner Public Utility District. Thank you again
for the chance to apply for this vacancy, and I look forward to hearing

Please consider this letter to represent my formal application for the Director seat opening on the Board of
Directors of the Truckee Donner Public Utility District on or about June 8,2000.
I am an enthusiastic spectator of local politics, and I follow the actions of various units of local
government with great interest. I am aware of the many opportunities and challenges facing local
governmental entities at this time and, in particular,those of the public utility district.
My aptitude is well suited for the post I seek on your Board, for I have a demonstrated ability to grapple
with large issues related to public services and the public-private interface. I have strong skill sets in
management, finance and fiscal planning. Additionally, having owned a home in Truckee for some ten
years, and occupying it as my primary residence since early 1999, I am sensitive to issues and concerns of
both the primary resident and second homeowner. I believe this perspective could be of value.
My professional history is one of leadership and managerial duties in a number of related disciplines. I
have been involved in large scale development projects in the Bay Area; have provided portfolio asset
management services for some of the largest and most well-respected investment institutions in the
United States; and am, at present,the staff Executive Officer for the Tahoe Sierra Board of Realtors, Inc.
Due to my extensive and diverse professional background I have elected to attach my resume and career
achievement record for your review. Please refer to the enclosed documents for additional insights into
my professional background. It is important to note that the period between 1988 through 1997 charts the

MARY E. DAVIS
IN EARLY 1999, MARY, AND HER HUSBAND, JACK, RELOCATED TO TRUCKEE,
CALIFORNIA WHERE THEY HAVE HAD A HOME FOR TEN YEARS. JACK IS RETIRED
AND MARY IS THE EXECUTIVE OFFICER OF THE TAHOE SIERRA BOARD OF
REALTORS®. IN HER POSITION SHE OVERSEES ALL THE OPERATIONS OF A 575
MEMBER BOARD.
Mary has over 20 years of real estate management and development experience
in the Bay Area. As the Director of Property Management for the San
Francisco Region of Insignia/ESG, she was responsible for overseeing the
management of Insignia's 4.3 million square feet of institutional grade
properties within the San Francisco/East Bay marketplace. She directed the
activities of 25 properties and 11 on site managers. She had responsibility for
regional budgeting and business development.
Mary was formerly President of Resource Portfolio Management Corporation.
She formed this Certified Woman Business Enterprise company in 1988,
specializing in fee management for institutional clients. She grew the company
to 4.5 million square feet under management in five years. In 1994, Mary
merged her company with The Edward Pike Company. Mary was a principal
in the company and oversaw the property management division. She was
responsible for 6.5 million square feet with a staff of 7 managers and 5
accountants. The Edward Pike Company was acquired by The Volt
Companies in 1996 and Mary remained with Voit as Vice President and District
Manager.
Prior to that, Mary was an Asset Manager with Grubb & Ellis Real Estate
Investment Banking Group and managed assets valued at $240 million. She also
held positions as the General Manager of the Owners' Association of Hacienda
Business Park, an 860 acre development in Pleasanton, California; and was an
asset manager for the Koll Company in San Jose, California.
Mary attended Holy Names College and University of California,
concentrating her studies in Political Science and Economics. She holds a
California Real Estate Broker's License. Mary has completed the Institute of
Real Estate Management's 301, 400 and 500 series management courses.

As a contract employee, set up and directed the property owners
association created to manage an 860 acre master planned development.
Established all programs required by the Covenants, Conditions and

• Regional office site administration, planning, organizing, staffing and
inter-departmental communication and coordination
