Emergency action relating to purchase of Brockway well pump and motor
The Board adopted a resolution declaring an emergency and dispensing with competitive bidding for
purchase of a pump and motor for the Brockway well. That action was taken in order to allow us to
have that well in operation by the July 4 weekend. Despite our best efforts, it is now clear that the well
will not be in operation by July 4, so it is appropriate to cancel the emergency action.
Recommendation
I recommend that the Board cancel the emergency action to dispense with competitive bidding to
purchase a pump and motor for the Brockway well.

Summer water supply program
We have been discussing the District's water supply situation at recent Board meetings. We have
been under an order from the California Department of Health Services (CaIDHS)to discontinue use
of Donner Creek well as a potable water source. We were planning on having a new well in service
by July 4 to get us through the Summer. The new well will not be in service this summer.
a. Review of the letter from CaIDWR: We have spoken to Jess Morehouse of CaIDHS to inform
him of our situation. Attached is a letter from Jess detailing what he wants us to do to get through
the summer and to solve the water supply problem into the future.
b. Resolution establishing water system procedures for summer 2000: Attached is a draft
resolution implementing the CaIDHS procedures.
c. Hydrogeologist proposals: In order to implement the portions of Jess' letter dealing with future
water supply, we need to secure the services of a hydrogeologist. We propose that the scope of
service to be performed by the hydrogeologist include:
• Help choose sites for drilling three test holes
• Prepare drilling specifications and contract documents
• Perform construction management services
I am asking the Board for authority to solicit proposals from qualified consulting hydrogeologists, and
return to the Board at the July 5 meeting with a recommendation to enter into a consulting contract.
We will be prepared to fully discuss these issues with the Board on Wednesday evening.

Establishing water system operating guidelines for summer of 2000
WHEREAS the District provides potable water service to residences and business within its service
territory; and
WHEREAS water service for domestic and fire protection purposes is critical to the community welfare,
while use of water for irrigation of vegetation is less critical; and
WHEREAS growth in the District service territory during the past three years has resulted in demand for
water on peak days that exceed the capacity of the District's current wells; and
WHEREAS the District has been developing a new well to meet increased peak day demands, but has
not yet constructed a new production well; and
WHEREAS the Board of Directors of the District wish to implement procedures to guarantee that
residences and businesses have adequate water supply without interruption during the summer of 2000
NOW THEREFORE BE IT RESOLVED THAT:
1. District staff is authorized to utilize Donner Creek well as a last resort to meet system peak
demands. It will be the last well called upon to meet system demands and the first well to be shut
down as demands permit.
2. Donner Creek well will be chlorinated in compliance with requirements of the California
Department of Health Services.
3. Staff is directed to arrange for curtailment of commercial irrigation uses as the need arises to
preserve water supply for domestic and fire flow purposes, such program to include the potential
for mandatory service termination.
4. Staff is directed to issue the attached public notice

Water and electric standby charges
Attached are resolutions requesting that Placer and Nevada Counties collect our water and electric
standby charges. This is a routine matter that comes before the Board each year.
Recommendation
I recommend that the Board adopt the resolutions requesting that Placer and Nevada Counties
collect the District's water and electric standby charges for the 2000/2001 tax year.

Authorization To Submit Ground Source Heat Pump Pilot Project Grant
Application And To Enter Into Related Contract
WHEREAS, the Truckee Donner Public Utility District recognizes that it is in the interest of the
regional, state and national economy to develop alternative energy resources to reduce its
dependence on foreign oil; and,
WHEREAS, geothermal energy systems perform well in the Truckee area and its careful
development may provide benefits to the local community in the form of jobs and reduced fuel costs;
and
Whereas, FUNDS ARE AVAILABLE FROM THE Local Government Geothermal Resources
Revolving Subaccount in the General Fund through the California Energy Commission for grants
and loans to local governments for geothermal-related activities;
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the District as follows:
1. That staff be authorized to submit an application to the California Energy Commission for
funds to execute the TDPUD/SMUD Ground Source Heat Pump Pilot Project, Phase II.
2. That, if recommended for funding by the Commission, the State Legislature and the
Department of Finance, the Board authorize the Truckee Donner Public Utility District to
accept a loan or grant award up to the amount of the $200,000 application and that the
General Manager be authorized and empowered to execute all necessary contracts and
agreements and amendments thereto,to implement and carry out the purposes specified in
the application.
