Automate Electric Distribution System
Purchase of Electric Distribution SCADA system from Radius US Inc.
Background
In the 1999 Strategic Planning session, one of the critical Strategic Issues discussed was Technology.
Specifically, Automating the Electric Distribution System was listed as an action item. One of the key
purposes of this action item was to reduce the duration of outages in the District. New technology will
allow us to accomplish this task as an integrated component of our Customer information, mapping,
SCADA and fiber systems.The District has investigated this issue and has a very attractive proposal to
present to the Board.
In February, Bob Quinn and I attended the Disttibutech conference. This conference showcases new
technologies from many venders in the electric industry. At that conference we looked at numerous
SCADA switches that the District could use to automate the electric distribution system. The SCADA
switches and operators that we liked most were from a company called Radius. Radius was sharing a
booth with Cooper Power Products,whom we buy all of our Recloser and regulator controls from, and
which have been integrated into our SCADA system. We were very impressed with the Radius
communication system and switch operator device. Since the Distributech conference,the District has
been in touch with both Cooper Power Products and Radius concerning their automated switch
products. Radius is just starting to bring their products to the USA. They have many systems in use in
Europe and Sweden in particular. Radius sent us a switch operator and concentrator to install on a trial
basis. We have installed a test installation of this equipment and have been very pleased with its
capabilities. Our interest in their equipment resulted in Radius making Truckee Donner PUD a
proposal to supply the District with their equipment at a greatly reduced cost.
Radius Proposal of Automation System to Truckee Donner PUD
Below is a summary and excerpts from the attached proposal from Radius US Inc:

the US and are there fore giving Truckee Donner a very attractive proposal that Radius think both parties can
benefit from greatly."
Radius will supply 20 switch installation units along with one Network concentrator, a radio site survey,
commissioning after installation,training for three persons at a large Radius customer site, and will swap free of
charge the existing radio units with a fiber optic communication media.
The terms of the agreement:
A minimum of 10 units will be installed before the 31� of December2000 and the complete installation finished no
later than June 31,2001. The order will be given to the supplier(Radius)no later than the 21� of September
2000.
Price of the total agreement from Radius is$100,000 USD
Economics of the Proposal:
I have looked into the price of many other automated switch installations, and they range from$15,000
to $20,000 per switch installation. The Radius proposal is for 20 switch installations inducing the
Network Concentrator, site radio survey, and converting switch installations from radio to fiber at no
cost in the future. I believe the Radius proposal is an excellent opportunity for the District to accomplish
its strategic goals at a significant cost savings.
Cooper Power Products has a switch that will easily integrate with the Radius equipment and Cooper
has been working closely with Radius on this project. Some of the existing District switches are the
newer variety that can be retrofitted with the Radius automation equipment but the older style cannot. I
propose purchasing 10 three—phase W-Force' switches from Cooper Power Products as part of this
automation system project.
Funding:
I believe that this project can be funded with Public Benefits for the following reasons. The project will
be funded under the"Research, Development, and Demonstration (RD&D)" category of the AB 1890
code. This technology does not currently exist in the United States and this project will be a" referent
site in the US." This project could also be categorized as an energy efficiency project due to reduced
human intervention to operate switches in the field and to a reduction in outage duration.
Recommendation
I recommend that the Board adopt the attached resolution dispensing with bidding and
authorize staff accept the Radius US Inc. Automation System proposal priced at $100,000
and also purchase ten W-Force" switched from Cooper Power Products not to exceed
$25,000.

Proposal of Automation System
Radius Sweden AB a Sweden based company with it's US associated company Radius US Inc. A

Radius here by propose the following system and services to Truckee Donner P.U.D. with the
following limitations, restrictions and factors.
Scope of supply
1. 20 pieces of a complete NetMan-G Units Incl. radio fore line distribution.
2. 1 piece of NetMan-FSS Network concentrator with DNP 3.0 Protocol. Incl. Antenna and cable.
3. A site survey to be done before the 20t'of September 2000.
4. Commissioning to be done after installation of the equipment.
5. 1 day training of the engineers in Truckee. Including all material.
6. A Trip to Sweden fore evaluation and reference site inspection at a large Radius customer
called SydKraft(South Power)fore some knowledge exchange. Maximum 3 persons Inc. Air
fair and hotel, time estimated 1week In depth training will be included in these days fore the 3
persons.
7. If Truckee Donner P.U.D. decides to go further with there plans of a fibre optic communication
solution Radius will free of charge swap the existing radio units to a fibre optic communication
media
Terms of the agreement
1. A minimum of 10 units to be installed before the 31a`of December and a complete installation
finished no later than 2001-06-31.
2. Integration to the Scada system is not included in this offer. Radius will fully support the scada
supplier that Truckee Donner designate.
3. Fibre optic solution availability is limited to the extent of Radius R&D development and Truckee
Donners system solution.
4. Payment shall be made to a US account no later than 30 days after delivery of the equipment.
5. Official order shall be given to the supplier no later than the 21a'of September 2000.

RESOLUTION NO. 20##
OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
DIRECTING THAT COMPETITIVE BIDDING BE DISPENSED WITH IN CONNECTION WITH
THE DISTRICT'S PURCHASE OF SUPERVISORY CONTROL AND DATA ACQUISITION
(SCADA) SYSTEM FOR ITS ELECTRICAL SYSTEMS AND CONTRACTING FOR
RELATED SERVICES
WHEREAS, the acquisition of SCADA system for the electric facilities is necessary to enable the
monitoring of the District's electric power supply and requirements, and coordination of the cost
effective purchase of power to meet those supply needs; and
WHEREAS, District SCADA system entails a considerable capital expenditure as well as risk of
becoming obsolete or incompatible with technological advances; and
WHEREAS, District SCADA system must meet the reliability criteria and open system design
concept, but also must demonstrate a long term value to the District in terms of functionality,
performance, and expendability; and
WHEREAS, to minimize the risk of acquiring a SCADA system that will become obsolete or
incompatible with existing and future District technology, a District SCADA system shall be
configured to provide a fully open system architecture, which shall allow future expansions,
upgrades, and additions of new applications supplied by multi-vendors, with minimal changes;
and
WHEREAS, a SCADA system provider must furnish both equipment and services, as discussed
below,to the District; and
WHEREAS, the District SCADA system providers must be able to furnish the design,
manufacture, testing, delivery, installation, documentation, operator training, spare parts as may
be required, and other services necessary for the SCADA system to be installed in a "turnkey"
manner and operate reliably; and
WHEREAS, to meet the District's needs, its SCADA system must be compatible to link
databases and exchange data with other systems, including the District's computer network, its
GIS mapping software, and NCPA network; and
WHEREAS, the District will have an ongoing service relationship with the providers of the
District's SCADA system, in that the provider will have a direct link to the District's system for
monitoring, the providers will supply technical support, training and maintenance services; and
WHEREAS, the following factors are relevant to the decision to purchase SCADA equipment
and services: initial cost and escalation or de-escalation costs, delivery schedule, conditions of
warranty, completeness and organization of providers experience in providing SCADA systems
of similar size and capabilities, successful positive check of providers references, ability of the
system to meet the District's specifications, any exceptions taken to the specifications, ability of
the system to be expanded in the future (both hardware and functionality), ability of the system
to interface with other automation devices ;and
WHEREAS, various Califomia court decisions, including Graydon v. Pasadena Development
Agency, 104 Cal.App.3d 631 (1980), hold that if the subject of a contract is such that competitive
proposals would be unavailing or would not produce an advantage and the advertisement for
competitive bids would thus be undesirable or impractical, a public agency may dispense with
competitive bidding; and
WHEREAS, due to the facts set forth above, competitive bidding would be unavailing and would
not produce an advantage to the District, and the advertising for competitive bids would not
produce an advantage to the District and would be undesirable; and
WHEREAS, the District has determined that due to the numerous important factors in the
acquisition of SCADA systems, it is in the District's best interest to evaluate the SCADA systems
in light of the factors outlined above, including price, but without price being the controlling
factor; and
WHEREAS Public Utilities Code Section 20206.4 generally requires that the District seek
competitive bids in connection with the purchase of goods; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors adopts the above recitals as
its findings; and
BE IT FURTHER RESOLVED by the Board of Directors that for the reasons set forth above, the
District finds that competitive bidding for SCADA systems would be unavailing and would not
produce an advantage to the District and the advertisement for competitive bids would not
produce an advantage to the District and would be undesirable.
BE IT FURTHER RESOLVED that the District shall therefore dispense with competitive bidding
for the acquisition of SCADA systems and related services, as outlined above, and the District
staff is authorized to purchase SCADA systems and related services, as outlined above, after
negotiation.

TDPUD Public Benefits Town Hall Energy-efficient Lighting and Pipe Insulation
Retrofit
Truckee Donner Public Utility District has an established Public Benefits Program and is currently
complying with AB1890's requirement to fund Public Benefit projects within TDPUD's electric service
area. One of the program categories that is a specified option under AB1890 is Energy Efficiency.
Below is a proposal for TDPUD to consider assisting the Town of Truckee in an energy-efficient
Lighting and Space Heating and Cooling and Water Heating Pipe Insulation Retrofit to the Town Hall
soon to,be located by the Truckee Airport. The Town of Truckee is currently in the process of
remodeling their future Town Hall, formerly the Bank of the West building. The remodeling project
involves one-third of the building's space which is the section of the building Town staff will occupy.
The current lighting in the building is the standard commercial fluorescent"office lighting" common for
the vintage of the building. These older light fixtures use magnetic ballasts and T-12 lamps. Staff
proposes to assist the Town in upgrading these 99 commercial 2`4 foot fluorescent fixtures to 99 new
fixtures with electronic ballasts and T-8 lamps in this one-third section of the building. The cost for
upgrading the lighting system is approximately $11,200. The estimated energy cost savings is $978
per year for an 11 year payback. This equates to a 9% return on investment.
The space and water heating system uses copper pipe to distribute heating, air conditioning and hot
water throughout the building. In the process of remodeling it was discovered that these pipes were
never insulated.The cost to insulate approximately 900 feet of exposed piping is estimated at$3,800.
The piping retrofit is estimated to save about $500 per year for about an 8 year payback. This is
about a 13% return on investment.
The proposed $15,000 public benefits expenditure would cover the cost of these energy-efficient
improvements in the remodeled section of the building. There is still two-thirds of the building that
should be considered for the same lighting efficiency and pipe insulation upgrades. Staff at a later
date would like to evaluate these and other energy-efficiency opportunities for the Town Hall. At that
point in time the Town will have to use its own financial resources to provide their two-thirds or
greater match share for public benefits energy-efficiency projects.

Recommendation
Staff recommends that the Board approve $15,000 for the Town of Truckee to upgrade 99 light
fixtures to high-efficiency and add pipe insulation to the existing space heating and air conditioning
and water heating piping distribution system.
