HomeMy WebLinkAbout2000-09-06 Agenda Packet - Board (13) DONNER Public Staff Report To: Board of Directors From: Neil Kaufman,Water System Engineer Date: September 1, 2000 Truckee Falls Irrigation Pipeline Project Contract Change Order No. 1 BACKGROUND The Board of Directors awarded the Contract for construction of the Truckee Falls Golf Course Irrigation Pipeline to Longo Construction. I am requesting a Change Order to the Contract for 6 items. Item 1: Included in the original design was installation of a 24' steel casing across Donner Pass Road.The design intent was to provide the casing for future installation of a 16'pipeline. It was decided that direct installation of the 16'pipeline instead of the casing would require less time and would be cheaper. Longo Construction proposed a credit to the District of $14,925.00 for substitution of the 16'pipe for the casing. Item 2: When the Contract was advertised for Bids,the Lahontan RWOCB was still reviewing the project. Lahontan subsequently imposed some revegetation requirements regarding restoration of the slope areas. Those requirements have been finalized and Longo Construction provided a price of$9,900.00 to perform this revegetation work. Item 3: The conceptual design of the irrigation system called for utilizing existing piping from the Donner Creek Well to just north of 1-80 by the Middle School. It was expected that this existing piping would have to be tested and potentially rehabilitated in order to meet the new pressure requirements. There is a 100-foot long portion of pipeline adjacent to the Shell Station that was destroyed during the 1997 flooding. An encroachment permit was submitted to CalTrans for reconstruction of this pipeline (intended to be done with District crews). CalTrans determined that the drainage ditch that the pipeline would cross is a wetlands area and that a Corps of Engineers permit would be required for the proposed construction. An alternative alignment involving the construction of 493 feet of pipe along the 9 Page 1 shoulder of SR 89 and down the Shell Station driveway was developed and submitted to CalTrans. This alignment was discussed with the owner of the Shell Station and he agreed to allow the construction. Longo Construction provided a price of $38,889.81for construction of the additional 493 feet of pipe. Item 4: In order to eliminate some uncertainties during the Bidding process, the Bidding Documents were changed by Addendum to state that rock excavation would be treated as a "Changed Condition" and the Contractor would be entitled to additional compensation. A small amount of rock excavation was encountered during the construction and an amount of $1,469.55 is due to Longo Construction. RECOMMENDATION I recommend that the Board authorize Contract Change Order #1 in the amount of $35,334.36 and extend the contract completion date to September 30, 2000. Holzmeister Date: September 1, 2000 Rehabilitation of water pipeline in Highway 89 We solicited competitive bids to line a portion of leaking water line in Highway 89 that will be used to provide service to Coyote Moon Golf Course and received no bids. The project size may have been too small to generate interest.We would like authority to negotiate a contract to perform the repairs to this line, and return to the Board with a proposal RECOMMENDATION I recommend that the Board authorize staff to negotiate a contract to repair the leaking portion of the water line in Highway 89 that is to be used to provide service to Coyote Moon Golf Course and to return to the Board for approval of the negotiated contract. 0 Page 1
