Organizational structure
DESCRIPTION OF THE ISSUE
At the last strategic plan workshop, held in August of 1999, one issue identified for action was the
District's organization structure. The concern expressed was that I, as General Manager, may be
dealing personally with too many critical matters and that it may be advisable to have an Assistant
General Manager to help me. This report analyzes that issue and makes a recommendation.
The District has grown in size and the water and electric industries have become more complex. We
currently run two businesses, water and electric, and we are evaluating starting a new business,
telecommunications (broadband). They are all becoming technologically complex, requiring more
sophisticated business relationships to succeed. Truckee and its surrounding area are growing
rapidly, and we are required to nurture more complex political relationships.
The District has begun to engage in more sophisticated visioning and strategic planning and this is
having a significant effect on our productivity. It is also generating projects that require more than
brief and simple activity.
Another strategic issue that was identified at the August workshop was the need to review the
efficiency and effectiveness of all District departments. This issue recognizes that we need to let
technology do as much of our work as possible so we can remain a lean and mean organization. We
are directed by this strategic issue to develop a work plan for each department that evaluates what
we do, how we do it, the role of automation, the appropriate staffing and organizational structure, and
opportunities to work with other agencies. This report is to be presented to the Board in the Fall of
2000.
POSITION OF ASSISTANT GENERAL MANAGER
In light of the forgoing, I think it prudent to provide a position of Assistant General Manager to work
with me. Attached is a draft job description for an Assistant General Manager for your consideration. I
believe that an appropriate salary range for the position would be$83,000 to$87,000 per year.

A PROPOSAL TO FILL THE POSITION
I have looked at our organization and the assignment of work. I believe that Steve Hollabaugh,
currently our Power Supply Engineer, can help me in the capacity of Assistant General Manager. He
can continue to perform his Power Supply duties, as well; he has broad shoulders. I have been
slowly expanding Steve's role at the District. By placing him in the position of Assistant General
Manager we can broaden his role more rapidly and provide organizational legitimacy to his new role
and compensate him accordingly. I would then propose to prepare a professional development plan
for Steve, in consultation with him,to make sure he has the necessary skills to perform in new areas.
RECOMMENDATION
1 recommend that the Board approve the position of Assistant General Manager, with a salary range
of$83,000 to$87,000, and authorize the General Manager to fill the position.

ASSISTANT GENERAL MANAAGER
PRIMARY FUNCTION
Under general direction of the General Manager, assist in the planning, directing,
coordinating and review of the activities of the District's operations and work forces.
Participates in the formulation and carrying out of company policies, objectives and
programs for major functions. This position is required to perform independent of direct
supervision and to communicate orally and in writing, on a professional level with District
management, other department staff, and the Board of Directors. Engages in light physical
effort on an occasional basis and works in an office environment.
EXAMPLES OF WORK
1. Serves as Power Supply Engineer
2. Assists in preparation of the District annual operating and capital budget
3. Assists in negotiating labor agreements with District employee unions
4. Performs analysis of issues of importance to District operations
5. Serves as Acting General Manager during any absence of the General Manager
6. Prepares reports, resolutions, and ordinances for submission to the Board of Directors.
7. Represents the District in regional associations related to the District's functions and
mission.
8. Generally assists the General Manager in all aspect of District operation and planning
as required.
QUALIFICATIONS
Bachelor's Degree in business administration, public administration or engineering or a
related field, preferably with a Masters Degree in business or public administration. Ten
years experience working in a utility organization or closely related organization. Requires
broad knowledge of the water, electric and telecommunications industries. Significant
experience in supervision, financial administration, computer technology as applied to
business practices, budgeting, personnel management, business planning, and
organizational development. Ability to communicate effectively with staff, consultants, and
customers, orally and in writing. Ability to think critically and solve problems.
