BACKGROUND: The Board approved a contract with Nimbus Engineering to perform a Ground Water Resource Evaluation to determine the best locations to develop additional water supply for the District. This Ground Water Resource Evaluation is near completion, but a question about the exact location of a geologic formation has developed. The determination of this formation exact location is very important in determining where the District should drill test wells. Therefor, we are recommending that a sonic testing program to locate the edge or boundary of this formation be performed. The proposal price for this sonic testing and additional evaluation is $49,772. BACKGROUND: The Board approved a contract with Nimbus Engineering to perform a Ground Water Resource Evaluation to determine the best locations to develop additional water supply for the District, this Ground Water Resource Evaluation is near completion. The locations for the test hole have not at this time been determined, but it is important that the water supply development process continue so the District can meet the water demands for 2001. The next step in the process for water source development is to drill test holes. Plans and specifications need to be developed for the bidding of the drilling work. This work can be completed while we are determining the location of the test holes. In addition, technical geologic services during the exploration drill needs to be provided to evaluate where to drill the production wells. Staff is recommending the approval of the attached proposal Nimbus Engineering for hydrogeologic services in the amount not to exceed of$99,338. Attached, for Board study, is Vectren Communications Services' Expanded Services Validation Study for the Truckee Donner Public Utility District. In that this document is an in-depth financial and statistical review of the District's opportunities in the area of Broadband Services it is recommended that the Board receive the Study this evening, and schedule a special meeting focusing solely on broadband services for Wednesday, October 11. At that time, I will present the Study with the assistance of Vectren 's Vice President and General Manager, John DiDomizio, and Director of Finance and Economics, Dwayne Tutt. Recommendation 1. Receive the Expanded Services Validation Study, as prepared by Vectren Communications Services; and 2. Authorize District General Manager Peter Holzmeister to schedule a Special Meeting of the District Board to review, and consider the approval of the Vectren Study for submittal to the Nevada County Local Agency Formation Commission. (Please note that the approval of the Vectren Study will not constitute the Board's decision to move forward in providing Broadband Services.) ®Page 1
