Holzmeister Subject: Letter of Understanding between TDPUD and Placer County water Agency Date: September 29,2000 You will recall that we have been discussing with Placer County Water Agency the possibility of entering into an agreement by which the two agencies share responsibility for water provision in the Martis Valley. Attached is a drat letter from PCWA that they suggest we execute as a preliminary statement of intent. This letter forms the basis for our further discussions. Three public and one private entities provide water service in Martis Valley. Truckee Donner Public Utility District has its water service area in Nevada County and a small area in Placer County that is adjacent to the county line. The Placer County Water Agency and Northstar Community Service District serve areas in the Placer portion of the valley. Prior to the early 1990s, development had mainly occurred in the Nevada County portion of the valley and in the foothills of the Northstar area. Recently development in the Placer portion of the valley has increased dramatically. This letter represents our mutual understanding that there is a need for our agencies to work in a cooperative manner to conduct regional water resource planning for the benefit of all in Martis Valley. This planning effort will include: (a) a joint study to evaluate the firm groundwater yield of the Martis Valley aquifer, a mechanism to allocate groundwater to each county and how best to incorporate surface water entitlements from the TROA; (b) a joint infrastructure plan to determine how to most efficient share facilities such as storage tanks and through interconnections between the two systems to provide backup redundancy; and (c) an expansion of existing operating agreement, perhaps through a joint power authority, to provide for cost efficient P operations of both water systems. It is anticipated that Northstar Community Services District will also participate in this effort to enable their needs to be addressed. This planning effort will be structured in a way that will meet the timing needs of the existing residents and the proposed development in the valley. It is expected that the development community will be a partner in this work and share in the funding of same. Upon consideration by both the Agency and District Board of Directors, the signing of this letter of understanding by each entity will reflect our mutual desire to work cooperatively on these vital issues.
