HomeMy WebLinkAbout2000-10-04 Agenda Packet - Board (15) TDPUD STAFF REPORT September 25, 2000 To: Board of Directors From: Scott Terrell, Planning Director Subject Fire Protection District Energy Project Funding AGENDA # i 1 Truckee Donner Public Utility District has an established Public Benefits Program and is currently complying with A131890's requirement to fund Public Benefit projects within TDPUD's electric service area. One of the main components of TDPUD's Public Benefits Program is to provide large public, non-profit agencies in Truckee with Comprehensive Energy Analyses (CEAs) and Financial Energy Measures Retrofit Assistance. Energy Masters International has recently completed a Comprehensive Energy Analysis for the Fire Protection District. The final energy measure(s) recommended for the Fire Protection District are as follows: Energy-efficient Lighting for the 5 Fire Stations; Programmable Thermostats for a few stations; possible Water Heating Upgrades. The total cost to complete the installation of these measures is estimated to be about $20-25,000. The energy-efficient lighting economic analysis shows a 5.3 year payback period estimate for the lighting retrofits. If all these measures are implemented the Fire Protection District is expected to save between $3- 5,000 per year. TDPUD's contribution to the School District's Energy Analysis was $1,194. Staff proposes to provide $10,000 or one-third of the total project costs, whichever is less, financial assistance for the above proposed measures if approved for implementation by the Truckee Fire Protection District Board of Directors. RECOMMENDATION Staff recommends that the Board authorize $10,000 or one-third the total project costs, whichever is less, to fund a portion of the energy measures recommended for implementation at the Truckee Fire Protection District. Holzmeister Subject: Public Power Week Date: September 29, 2000 The week of October 1 through 7 has been designated throughout the United States as Public Power Week. It may be appropriate for the board to adopt the attached proclamation as part of our Public Power Week activities. We have been inviting the public to visit our headquarters building to learn more about the benefits of public power in Truckee and throughout the nation. RECOMMENDATION: I recommend that the board adopt the proclamation designating October 1 through 7, 2000 as the 141h annual Public Power Week. • Page 1 i - DONNER Public Utility District Proclamation designating October 1 through 7, 2000 as the 14th annual Public Power Week WHEREAS, the customers of the Truckee Donner Public Utility District place high value on local control over community services and have therefore chosen to operate a community-owned, locally controlled, non-for-profit electric utility and, as consumers and owners of our electric utility, have a direct say in utility operations and policies; and WHEREAS, Truckee Donner Public Utility District provides both residential and commercial customers with reliable, efficient and cost-effective electricity employing sound business practices designed to ensure the best possible service at not-for-profit rates; and WHEREAS, the TDPUD is a valuable community asset that contributes substantially to the well-being of local citizens through energy efficiency, customer service, environmental protection, economic development and safety awareness; and WHEREAS,the TDPUD electric utility s first and only purpose is to work in partnership with its customer-owners to furnish an essential public service and the best customer service to community citizens at lower-cost rates; and WHEREAS,Truckee Donner Public Utility District is one of more than 2,000 other public power systems in the United States that, through local ownership, ensure cost-cutting competition for electricity customers; NOW,THEREFORE, BE IT PROCLAIMED that the Truckee Donner Public Utility District will continue to work to ensure that consumers benefit from any changes in the electric utility industry,just as it has since 1927,the year when the utility was created to serve the citizens of Truckee and the surrounding area; and BE IT FURTHER PROCLAIMED that the week of October 1 through 7, 2000 be designated the 14'h annual Public Power Week in order to make its consumer-owners, policy makers and employees more aware of its overall contributions to their well-being.
