Subject: Consideration of constructing casing under 267 Bypass
BACKGROUND
We have identified the need to bring a new well on line by next summer. That includes development
of a well and connection of the well to our system. Staff and Nimbus Engineering are reviewing sites
for wells in Martis Valley for future water supply. The sites identified as having potential for a high
production well were added to the draft Water Master Plan,which is nearing completion.
The hydraulic model for this area identified a need for a large diameter casing under the 267 Bypass
to bring water from a new well in Martis Valley into our system. CalTrans is in the process of
constructing the Bypass, and we have an opportunity to have our water pipeline casing installed by
the CalTrans contractor at a very reasonable cost as a change order to his contract. However, (1)
we must move quickly to meet the contractors schedule, and (2)we must acquire the casing material
for him to use.
With weather rapidly changing I saw the need to move quickly to have the casing installed. I
authorized installation of the casing as a change order at a total cost of$46,149.54
(1) Having the casing installed:
The installation of the casing was by the CalTrans contractor as a change order. The price for this
installation was defined in the CalTrans project because of a similar casing installation in the same
area as our project. The change order price is$25,605.82
(2)Acquiring the casing material:
We were able to acquire twenty-inch steel casing material from Truckee Sanitary District, provided
we pay to have it replaced. TSD has this material in their warehouse. The casing material we will use
was purchased by TSD through competitive bidding, and the replacement material that goes to TSD
will be purchased through competitive bidding. TSD paid $ 52.90 per foot for the material, and will
replace it under the same purchase contract at a price of$20,543.72.
RECOMMENDATION
I recommend that the Board approve the installation of the casing under 267 Bypass and authorize
staff to execute payment for work and materials for$46,149.54.
