SUBJECT: DISCUSSION OF WATER SYSTEM MASTER PLAN UPDATE

BACKGROUND
Staff has completed a draft Master Plan Update for the District's Water System. This
Water System Master Plan Update was submitted to the Board for review. Staff has
meet with CATT representatives for their review and input. At the first meeting they
expressed a concern over the equity of having one cost for all size houses.
Staff researched some alternatives and presented these alternatives to the Board. Staff
recommended a method of calculation of facilities fees of a cost per square foot for all
construction.
A second meeting with the CATT representatives was held and the alternatives were
presented for their review and input. The CATT representative preferred the method of
using a cost per square foot.
Staff is recommending the use of a per square foot calculation for determining facility
fees for each unit.
RECOMMENDATION:
Schedule a public hearing on the proposed Negative Declaration on the Master Plan
CEQA for the March 7, 2001 meeting and Schedule a public hearing on a possible
ordinance revising the District's water facilities fees and connection fees for the March
7, 2001 meeting.
