6 Sale of District owned land
Agenda Item # 6 TRUCKEE DONNER Public Utility District Memorandum To: Board of Directors From: Peter Holzmeister Date: March 2, 2001 Possible sale of District-owned land A. Report of the committee: I met with the ad hoc committee of the Board consisting of Ron Hemig and Nelson Van Gundy that was appointed to look at District-owned land and make a recommendation to the full Board. The committee believes that Truckee land values have reached a plateau, and will remain fairly stable for a period of time before beginning the next climb in value. If there is any desire to sell land now is a good time to do so. The committee discussed the benefits of selling land to promote other District strategies. We have a master plan that identifies land that we will need for District use. The rationale for selling land would be to generate cash that could facilitate development of long term capital infrastructure needed to serve our customers. The committee is completely opposed to using the proceeds from the sale of land to pay operating, maintenance or repair costs, or for any short term benefit. Excluding that land earmarked for our use leaves considerable land that could be sold. The committee identified the following parcels that could be made available for sale at this time. 1. A single family building lot in Tahoe Donner at the comer of Lausanne and Hansel. 2. A portion of Southside Well property 3. Four odd shaped parcels at the west end of South River Street 4. A single family building lot on Richards Boulevard 5. The property acquired from Steele Family Trust 1. A single family building lot in Tahoe Donner at the corner of Lausanne and Hansel: Our records list this parcel as a future tank site. Our master plan shows that this site is not needed for a tank site, and given its prominent location the site is not proper for location of a water tank. 2. A portion of Southside Well property: The Southside property is slightly more than 45 acres. The District needs the northwest corner of the site, consisting of approximately 5 acres, for location of the Southside Well complex. Of the remaining land, the southern portion is treed and the northern portion is a wetland meadow. The District would need to accomplish a lot split to less any of this land. 3. Four odd shaped parcels at the west end of South River Street: The developer to the west of these parcels has expressed an interest in acquiring them. It is also possible that other neighbors by want to purchase portions of these parcels. 4. A single family building lot on Richards Boulevard: There is not much to say about this parcel, except that we own it and it is a building lot. Several years ago the abutting neighbor expressed interest in buying it. 5. The property acquired from Steele Family Trust: The District acquired this land to gain access to land for a district corporation yard. This land also has sites of use to the water system for storage tanks. The rest of the land to the north appears to be valuable. Several persons have inquired about buying it. The District would need to do a lot line adjustment, and possibly have it rezoned to sell this land. There are other parcels of land that the Board may want to consider selling in the future, after more information is obtained. They include: 1. The Tonini property south of Hilltop. 2. The McGlashan property west of Northwoods Boulevard. 3. A 2.44 acre parcel north of Rocky Lane. B. Declaring property surplus: If the Board wishes to sell any of the above discussed property, you would need to first declare it surplus. You would then need to offer it for sale at fair market value to the school district, the recreation district, any agency engaged in developing low-income housing, and the State Clearinghouse. They would have 45 days to respond. At the end of 45 days you can offer it for sale anyone else. RECOMMENDATION: I recommend that the Board adopt the resolution declaring certain District-owned parcels as surplus and authorizing the General Manager to notify the appropriate agencies that they are available for purchase at fair market value. The four parcels are identified as: 1. A single family building lot in Tahoe Donner at the comer of Lausanne and Hansel. 2. A portion of Southside Well property 3. Four odd shaped parcels at the west end of South River Street 4. A single family building lot on Richards Boulevard 5. The property acquired from Steele Family Trust C. A policy governing use of funds derived from sale of surplus land: The committee discussed how to use funds derived from the proceeds of land sale. 1. Cash proceeds derived from sale of the Steele property could go first to reimburse the water facilities fee fund, then into the water general fund to cover the cost to improve the pipeline in Highway 89, then into a fund for construction of the District corporation yard. 2. Cash proceeds derived from the sale of all other land could be restricted in a capital projects revolving fund to be used to finance water and electric system improvements on a revolving fund basis, with any cash advance being paid back to the fund at an interest rate equal to the LAIF rate.
