HomeMy WebLinkAbout4 Donner Lake Assessment Agenda Item # 4 Memorandum To: Board of Directors From: Peter Holzmeister Date: April 2, 2001 Public hearing on formation of Donner Lake Assessment District No. 00-1 A public hearing is scheduled for 7:00 PM on Wednesday, April 4. The purpose of the hearing is to hear comments, protests and requests for changes to the proposed amount of assessment from property owners at Donner Lake. At the conclusion of the hearing you should consider Agenda Item #5, which authorizes Lowell and Assaociates to count the ballots and report back to a future Board meeting regarding the outcome. Several property owners have talked to me during the past weeks regarding their requests that assessments be modified. I will prepare a presentation regarding these requests. I will also have a report on the financial impact on the assessment district, if the Board decided to modify the proposed assessments according to the requests of the property owners. Following is a summary of the kinds of requests for modification of the proposed assessment that have been made: 1) Several properties along South Shore Drive are split between Nevada and Placer Counties. They actually have two Assessor Parcel Numbers, one for each County, although they are actually a single lot. The request is that they be assessed one time, not twice. 2)A couple of small duplexes have been assessed as commercial property. The request is that they be assessed as a single family home, plus a partial assessment to fairly reflect the additional unit. 3) There are a few properties that include a main home plus a small number of rental units. They are not exactly motels, nor are they exactly duplexes. They have been assessed as commercial properties and are asking for a reduced assessment. 4) An owner of multiple condominium units at Donner Lake Village is requesting that he not pay a full assessment on each unit. 5) The owner of DonLak Mobile home park has received a proposed assessment based on acreage. They are asking for a reduction based on current use of the property. 6) Owners of parcels with wells have asked that they receive a reduced assessment. There may be four or five such property owners. I will provide the Board with an evaluation of the financial impact of the various requests. You do not need to make that decision at the meeting on April 4; that decision can be made at the meeting that follows, when you know the results of the ballot voting and you are taking action to form the assessment district.
