The Board authorized staff to advertise for construction of the following projects:
• MARTIS VALLEY WELL NO. 1 PUMP STATION
• JOERGER DRIVE TRANSMISSION PIPELINE

Bids were received and opened on March 29, 2001. Staff has totaled and reviewed all bids.
RECOMMENDATION.
1) Award the MARTIS VALLEY WELL NO. 1 PUMP STATION project to Schott
Construction in the amount of$133,900.00.
2) Award the JOERGER DRIVE TRANSMISSION PIPELINE project to Joe Suter
Construction in the amount of$238,040.00.
3) Award the MARTIS VALLEY WELL PIPELINE project to Joe Suter Construction
in the amount of$201,399.00.

Martis Valley Well Pump
The Board of Directors, at the February 21, 2001 meeting, authorized staff to advertise
and receive bids for the Martis Valley Well Pump. Bids were received and opened on
March 29, 2001. One bid was received.
The bidder was Flowserve Corporation, Rotating Equipment Division of Chico,
California. Flowserve Corp. is the company that has supplied most of the well pump
currently in use in the District. The brand name of the pump is Byron Jackson. We have
reviewed the bid and determined that the bid is not responsive to the contract
requirements. Flowserve Corp. did not provide a bid bond and installation was not
included.
Recommendation
I recommend that the Board reject all bids and direct staff to purchase the well pump and
installation of well pump in the best manor possible.

Subject: GEOTECHNICAL INSPECTION SERVICES FOR MARTIS VALLEY WELL
#1 PUMP STATION AND PIPELINE
BACKGROUND:
The Board of Directors approved the Martis Valley Well#1. The well drilling is complete. The
construction of a Pump Station and Pipeline for the project is about to start.
Staff is requesting the approval of a contract for services with Joslin Geotechnical for the
Geotechnical Inspection for the Martis Valley Well#1 Pump Station and Pipeline Project.
SCOPE OF INSPECTION SERVICES
Task Fee
Construction Inspection $30,000
Total Estimate $30,000
The Scope of service for Geotechnical Inspection for the Martis Valley Well#1 Pump Station
and Pipeline Project is defined in the attached proposal dated March 16, 2001.
RECOMMENDATION
That the Board approves the Geotechnical Inspection Services agreement with Joslin
Geotechnical for service of Geotechnical Inspection in an amount not to exceed of$30,000.

it .is our intention to use the nuclear density

method as the basis of field compaction determination.
Based on discussion with you, we presently expect about
35 to 50 days of construction work, with an "average" of
about four to perhaps six hours in the field for testing.
We also expect about six compaction curves, and perhaps
about an equal number of check points. There will be
some engineer time for office work and coordination and
communication with PUD personnel. Our field time will be
based on actual job needs, which may largely be
determined by the rate and performance of work by the
contractor(s) .

This will require clerical and office engineer review,

at $50. 00 per day. In the event conditions require presence of
more than one technician or engineer in more than one vehicle, the
time and costs will be per each unit and person.
Cost for performing these services is estimated to be between
$25 ,000 and $35, 000. Actual total testing fee for this stage of
the project would be determined based upon a time and materials

between two to four weeks, depending upon the amount of work

site conditions and progress on an as-requested basis.

The reason for this storage request is that it would allow the
b,�nefit of using only one nuclear gauge on the project while
allowing the versatility of having differing personnel able to
perform the acZ'aal field duties.
We also note that the personnel tentatively scheduled for
performing this work are Robert Joslin, John Bonell, and (as a
bickup) , James Putnam. All of these persons are registered Civil
did geotechnical or geological engineers with greater than 25 years
ekperience. While performing "technician" type work, the costs
will be billed at a "senior technician" or "laboratory manager"
irate. If performing engineering-type responsibilities on a
temporary basis, the charges MAY be increased to reflect those
*1ties , we ,have found this to generally be satisfactory to both
our clients and Joslin Geotechnical. There may be some times,
especially aftor college lets out, that technician-level personnel
may be used for testing. These will be under the direction of one
of the above-listed engineers.

to collect' and sum due, owing and unpaid, client shall be liable for such sums as
the court may abjudge reasonable for attorney's fees and other costs in said suit

action shall be, at the discretion of Joslin Geotechnical, in any court of competent
jurisdicS.lµn located within the County of Placer, State of California. Joslin
Geotechnical may at its option withhold delivery of reports and other data pending

professional advice after preparing such information in a manner consistent with
that level of care ordinarily exercised by members of the profession currently

Client recognized that subsurface conditions may vary from those encountered at the
location where borings, pits or other explorations are made and that the data,
interpretations and recommendations made by Joslin Geotechnical are based solely on
the information available. Joslin Geotechnical will be responsible for those data,
interpretations and recommendations, but shall not be responsible for the
interpretation by others of the information developed.
In the event that the client requests termination of the work prior to completion
of a report, Joslin Geotechnical reserves the right to complete such analyses and
records as may be necessary to place our files in order and, where considered by us
necessary 't6 protect our professional reputation, to complete a report on the work
ecessard ;to date. A termination charges to cover the costs thereof in and amount
not to exceed eighteen fl8j percent of all charges incurred up to the date of the
stoppage of the work may be made at the discretion of Joslin Geotechnical -
Either party in this agreement may terminate these services by written notification
to the ether. If Joslin Geotechnical terminates this work, copies of all work
complet;ed .to that date will be provided the client upon such an event, and invoicing
shall be presented for such work at time of termination. If client terminates this
contract, termination details provided in paragraph 5 of the Terms and Conditions
of Agreement shall prevail.

beyond its control, nor factors which could not reasonably have been foreseen at the
time of, the execution to the agreement between the parties.
In the avert the: client makes a claim against Joslin Geotechnical at law or
omission or other act arising out of the
otherwise, for any alleged error,
performance of our professional services, and the client fails to proved such claim,
then the client shall pay all costs incurred by Joslin Geotechnical
re in defending
itself against the claim, including but not limited to personnel
attorney's fees, court costs and other claim related expenses.
Joslin Geotechnical will not be responsible for the general safety on the site or
the work of other contractors and third parties.
The presence of our field representative will be for the purpose of providing
observation and field testing. our work does not include supervision or direction
of the actual work of the contractor, his employees or agents. The contractor for
the project should be so advised. The contractor should also be informed that
neither the presence of our field representative nor the observation and testing by
our firm shall excuse him in any way for defects discovered in his work. It is
understood that our firm will not be responsible for job or site safety on this
project. Job and site safety will be the sole responsibility of the contractor(s) .
LXHITATION OF LIABILITY
Joslin GVotechnical'a liability in this project will not exceed to times our fees,
or $50,000, for professional services (or $10,00o for laboratory services) ,
whichever is less, for negligent professional acts, errors, or omissions, and CLIENT
agrees to indemnify and hold harmless Joslin Geotechnical from and against all
liabilities in excess of the monetary limit established above. If CLIENT wishes to
discuss higher limits and the charges involved, he should arrange so with Joslin
Geoteehnical. Higher limits, to be valid, must be made with a written addendum to
this contract.
FLES
Unless specific arrangements are made, all samples will be disposed of 30 days after
the submission of our final report, samples that have been disturbed or altered by
testing will be disposed of at the completion of the test procedure unless otherwise
prearranged. Storage arrangements can be made at the clients request for a monthly
charge, or the

ADDITIONAL COSTS, for their collection. DISPOSAL
E AT
Proper disposal or handling of contaminated soil boring cuttings, test pit material,
well development and purge waters, decontamination solutions and other contaminated
or potentially contaminated materials and samples, and/or equipment contaminated
during explorations, and decontamination costs associated with equipment or
personnel, are the responsibility of the client. If Joslin Geotechnical performs
this work, it shall be additional to any fees otherwise quoted unless otherwise
specifically stated in the proposal.

extended field projects will be charged. Travel hours will not be invoiced for
those trips. Expenses and travel hours associated with the initial mobilization and

Unless otherwise provided for in the proposal, six copies of reports or laboratory
results will be provided. Additional copies can be provided on a time and materials
basis.
LABORATORY COSTS
Laboratory work prices include the reporting of routine results via mail. They do
not include calling with results, comments, recommendations, opinions or
