Date: April 12, 2001
Ordinance amending Electric Connection Charge Schedule
Attached is a draft ordinances with two exhibits, one incorporating the flat rate approach
to the electric connection charge, the other incorporating the connection fee schedule
that is specific to underground and overhead.
Bob Quinn, Mary Chapman and I concur in recommending that the board adopt the flat
rate approach. Our reasons are:
1) All the fee schedules are averages of costs spread over many customers. We
cannot so accurately calculate a fee that each new service is paying an actual
cost. The specific cirsumstances of each service result in different actual costs.
Thus, averaging overhead costs in with underground costs and designing a
single fee is a slight modification of that we have always done.
2) It is easier to administer a single fee. The front counter staff who collect the
fee will not know whether a given new service is underground or overheard or
served by a padmount or polemount transformer.
Recommendation
I recommend that the Board adopt the ordinance increasing the electric connection
charge and attach the exhibit incorporating the flat rate approach.
