Subject: Consideration of a draft joint trench agreement with Southwest Gas
Company.
BACKGROUND:
The District has constructed joint trench projects with Southwest Gas Company (SWG)
several time over the last four years. Currently the District is constructing a project in Donner
Lake in which the Districts contractor is digging the trench and SWG is installing gas
pipeline in conjunction with our contractor. SWG is proposing to install 13000 + feet of gas
pipeline in the west end area of Donner Lake. SWG has proposed a joint trench agreement
with the District to excavate the trench, backfill and repave the trench line for a fee of$33.25
per foot. The District will furnish and install in the open trench the pipe and all fittings. The
District will install new service next construction season.
RECOMMENDATION:
I recommend that the Board authorize the General Manager to inter into an agreement with
Southwest Gas Company for joint trenching of pipelines in the Donner Lake Area.

RE: West Donner Lake/Gas Common Trench
Dear Mr. Taylor:
The purpose of this letter is to establish an agreement between Southwest Gas
Corporation and Truckee Donner Public Utility District Water (TDPUD)
regarding a joint-use trench for the above referenced project. Enclosed please
find a project drawing designating the approximate location of the joint trench
area. Additionally, please note the trench cross-section in Attachment "A".
TDPUD's portion of the total trenching cost amounts to $33.25 per foot in
joint trench areas designated in Attachment "A". By signing this Letter of
Agreement, TDPUD agrees to pay Southwest Gas Corporation for the use of a
trench provided by Southwest Gas Corporation or its subcontractor.
Southwest Gas Corporation shall be paid for approximately 13,500 lineal feet
of joint trench installed. If TDPUD requires additional facilities, separate
negotiations will be required for each addition.
In the event TDPUD's 8-inch pipe and materials are not ready for installation
at the time the gas line is installed, the trench will be completed without the
proposed TDPUD pipe. TDPUD will be held responsible for payment
specified in this Agreement, even if trench is completed without the TDPUD
pipe installed due to TDPUD's delays or failure to provide materials.
Southwest Gas Corporation assumes no liability for any TDPUD facilities.
Scheduling of TDPUD's pipe installation must be coordinated between
TDPUD and Southwest Gas' contractor. TDPUD will be responsible for all
materials installation and inspection of their facilities. This agreement does
not include re-excavating for tie-ins after backfilling. All materials to install
8-inch pipe will be supplied by TDPUD (i.e. fused pipe, end caps, locator
wire, etc.)

Should complications arise beyond the anticipated scope of construction,
additional costs will be negotiated at the time they occur. These
1 ` complications include, but are not limited to, the inability to obtain adequate
trench depth for any reason and unanticipated environmental remediation
requirements. In the event that additional costs cannot be negotiated at the
time complications occur, this Joint Trench Agreement will be terminated.
Southwest Gas Corporation assumes responsibility associated with the
trenching, backfill, and overall integrity of the supplied trench only.
Southwest Gas Corporation is not responsible for acquisition, delivery,
fabrication, installation, or integrity of materials of TDPUD facilities installed
in the joint-use trench.
The joint trench area covered in this agreement is west and south of South
Shore Drive in Donner Lake. This area includes Summit Court, Willow
Street, Fir Street, Pine Street, Spruce Street, Eder Court, Ute Drive, Pine
Court, Pine Drive, Aspen Street, Fawn Street, Salmon Street, Washoe Road,
Maple Street, Cedar Drive, Dogwood Street, Larch Street, Conifer Drive and
Cottonwood Drive.
Trench Description Cost/Ft.
Provide trench for one 8-inch water line $33.25/LF
This price is contingent upon the ability to pump any groundwater
encountered into the TSD sanitary sewer system. Additional costs will need
to be negotiated if haul-off of groundwater is required. Southwest Gas
Corporation will invoice TDPUD as the Work is completed.

Subject: Authorization to bid for installation of 8 inch water main for the joint TDPUD-
SWG pipeline project at Donner Lake
BACKGROUND:
Staff has recommended a joint project for pipeline installation with Southwest Gas
Company. The Southwest gas contractor will dig the trench, backfiii and compact. The
District will provide the material. This contract would be strictly for the installation of the pipe.
We are now asking authorization to advertise for, accept and open bids for the installation of
eight-inch pipe with a bid opening date of July 30, 2001.
RECOMMENDAVON:
1 recommend that the Board authorize staff to advertise for, accept and open bids for the
installation of eight-inch pipe for the Joint TDPUD-SWG project at Donner Lake on July 30,
2001.

Subject: Consideration of a contract for service with Garcia and Associates.
BACKGROUND:
The reconstruction of the water system at Donner Lake will affect areas that are wetlands.
To properly address all of the issues which will effect the area and the mitigation of these
issues requires a complete study to determine the actions required. Garcia and Associates
has extensive knowledge of the area and come highly recommended to provide the services
needed to complete the Donner Lake project.
Staff has reviewed the proposal from Garcia and Associates and recommends that the
Board approve the service contract.
RECOMMENDATION:
I recommend that the Board authorize the General Manager to inter into an agreement with
Garcia and Associates of services related to wetlands issues at Donner Lake for an amount
not to exceed$92,971.

BACKGROUND:
The Board of Directors previously awarded the Contract for construction of the Donner
Lake Intake Replacement to F & M Engineering. After the start of the project additional
items were identified by staff, which required modification to the project.
Item 1: Increase the size of the lake intake screen.
Item 2: Increase the number of anchor blocks.
Item 3: Additional subsurface and underwater survey work which required additional
diving mobilization.
RECOMMENDATION:
I recommend that the Board authorize Contract Change Order #1 in the amount of
$15,391.02.

the Donner Lake Southside location.
BACKGROUND:
The plans and specifications of water storage tank at the Donner Lake Southside location.
This project is part of the emergency complaint order for the State Health Department with a
requirement for completion this year.
We are now asking authorization to advertise for, accept and open bids for the construction
of a 600,000-gallon water storage tank at the Donner Lake Southside location.
RECOMMENDAVON.
I recommend that the Board authorize staff to advertise for, accept and open bids for the
construction of a 600,000-gallon water storage tank at the Donner Lake Southside location
with a bid opening on August 10, 2001.
