Utility Pole Testing
Due to requirements of the PUC and GO165, a request for proposal was tendered to 30
companies across the United States, for the completion of two related projects: 'Pole
Data Collection' and 'Pole Butt Testing'. With the awarding of Pole Data Collection to
Third Networks two weeks prior, the proposal was then limited to 'Pole Butt Testing'
only.
The project includes complete inspection of all District poles with a time frame as
follows:
Year 2001: Minimum 15% total poles, Maximum 1500 poles, depending upon weather
Year 2002: Completion of at least 55% of total Poles
Year 2003: Completion of at least 100% of total Poles
Of the proposals tendered, three were submitted: Osmose Inc., Intec, and Cranmer
Engineering. Attached you will find a spreadsheet outlining the costs and exceptions to
the proposal submitted by each company.
Based upon our presentation, we wish for the Board to make a selection of one proposal
for'Pole Butt Testing', to commence immediately.

Exceptions:
1, Osmose Pole Numbering price is based on a 10-foot Height placement and not
the 15-foot height placement requested in the RFP.
2. Osmose adds $3.99 for each pole in private property, defined as 100' or more
from vehicle).
Observations
1. Most cost will exist on "10 Years or Older" Poles
2. Prices are based on Maximum cost per pole
