As part of that application we need to prepare an engineer's report. Attached is a proposal from Keith Knibb to perform that service. RECOMMENDATION: I recommend that the Board accept the proposal dated August 29, 2001 submitted by Sauers Engineering to prepare an engineer's report for submission as part of the SRF application for Donner Lake water system. Box 309 Truckee, CA 96160-0309 SUBJECT: DONNER LAKE IJATER SYSTEM, SDWSRF FUNDING APPLICATION ENGINEERING PORT -PROPOSAL FOR ENGINEERING SERVICES Dear Peter: This letter is our proposal for pr fessional services for the preparation of an engineering report with respect the rehabilit lion of the Donner Lake water system. This engineering report will accompany the S;rinking Water State Revolving Fund application as part of the application package. The engineering report will cover the complete rehabilitation of the Donner Lake water system as proposed by the District. A technical report was prepared for improvements to the Donner Lake system on behalf of the former owner of the syste This report is limited to the improvements proposed by the previous owner. The Dis riot is proposing a more comprehensive rehabilitation of the system than was covered in t e prior report. Our engineering report will adequately address the District's proposed rehabilitation project. Scope of Services The Safe Drinking Water State i evolving Fund application includes instructions for preparation of the Engineering eport. Conceptual project design ► Analysis of projected gro th ► Identification of any ineli Iible costs to be included in the project ► Cost breakdown of the pro ect 0- Useful life of the major pr�lect components ► Proposed design and cons rction schedule We will prepare an Engineering�eport containing the required elements appropriate for submittal with the SRF application. We will use the information fro the previous technical report to the extent it is still applicable to the District's cur: t proposal. We anticipate working with District staff in defining all of the project rump nunts. We also anticipate utilizing other District documents,preliminary plans, d maps relating to the rehabilitation project in preparing our report. Donner Tract is at Donner Lake and is currently served water through a small system that is owned and operated by the Donner Tract Homeowners Association. The water source is a spring, possibly a combination of springs. During my early planning for formation of the assessment district I had excluded Donner Tract from consideration because they were not part of the Del Oro system and because I knew they had their own system. However, I received calls from Tom Bennett, President of the Donner Tract Homeowners Association stating an interest in having water lines constructed at this time to serve Donner Tract in case their system fails. Their system is old and relies on a spring which can become contaminated or can become otherwise unproductive based on possible disturbance to the land surrounding the springs. I told Tom that we could include Donner Tract in the water system improvements, but that Donner Tract properties would need to pay the assessments. We talked about Donner Tract continuing to use their private system thus avoiding our monthly water rate charge, but they would need to pay the assessments right away. At such time as they decided to actually take water service from TDPUD they would then also need to pay the monthly water rate. I any event, I understood from my conversations that there was interest in having Donner Tract included in the assessment district and having water lines constructed now for possible future use. However, after the assessments were confirmed which included Donner Tract, the Donner Tract property owners began to have additional discussions among themselves and they are not sure they agree with what we have done. They are meeting on Saturday, September 1, 2001 to discuss this entire matter and take a vote. Representatives from the Association will then attend out meeting on Wednesday evening. I have talked about this with Ed and Neil. We are not sure how this impacts our project. On the one hand if we eliminate Donner Tract from the assessments we lose about $300,000. On the other hand if we do not construct water lines to serve them we save some money. I am not sure at this time how that balances out. I suggest you listen to their request and refer the matter to staff for evaluation. We can take this matter up at a future meeting.
