Glenshire CEQA hearing
We are evaluating the acquisition of the Glenshire water system. Fart of that evaluation
includes performing an environmental review. Keith Knibb prepared an initial
environmental review and draft negative declaration. The Board authorized circulation of
the environmental review and negative declaration to interested parties and scheduled a
public hearing for Wednesday evening, October 17.
Keith Knibb will be prepared to make comments regarding the documents. Steve Gross
will be prepared to help us discuss the adoption of mitigation concerning growth inducing
impacts.
At the conclusion of the hearing there is no other formal action to take. The thirty-day
review period has not yet lapsed.

RE: Glenshire Water System Acquisition and Improvements

Thank youl for the opportunity to review the proposed Negative Declaration of the District's
acquisition I anc improvements to the Glenshire Water System. The Town is supportive of the
District's aquor,s to acquire the Glenshire Water System and to annex the Glenshire Area into the
District. Nonetheless, we have the following comments on the proposed Negative Declaration
that we hope w ill assist your Board of Directors:

1. BecIustio the District annexation process can be lengthy and time-consuming, we believe it
would be advantageous for the District to expand the proposed annexation boundaries of
your proposal and w annex the area known as Tahoe Boca Estates (western half of Section
3) as piin of the Glenshire Water System annexation. This Tahoe Boca Estates area is
located within the Town and is zoned for a residential density that will require community
watgr s[srvice from the District. In addition, based on our discussions with the property
owners and developers, it appears that this area could be subdivided within the next
se7a] years.
2. Understanding that further environmental review will be necessary for the pipeline to the
GI e chi re system, we believe it is important to understand and to include in the Negative
Declaradon that the potential pipeline route along Old Airport Road is the least desirable
rou e from an environmental impact and land use perspective. It is not clearly stated in the
Negative Declaration regarding the preference of the routes, and the Town requests that
the District state that the Glenshire Well route is the preferred route while the Old Airport
Ro route is the least preferred.

3. The prr;posed Negative Declaration does not provide information on the location of the
water storage tanks that will be replaced or the size and configuration of the replacement
tanks. These replacement tanks may have significant land use and visual/aestheric impacts
thatl1 co:mot be properly understood with the information provided in the Negative
Declaration. The Town requests that the District state in the Negative Declaration that site
specific: environmental review of the replacement tanks will be done prior to construction
of the water storage tanks.
