Groundwater management planning
We have been talking about water availability. We prepared a Water Master Plan based
on the Town's General Plan. Our Water Master Plan suggests that we will need to drill
seven new wells by the year 2020 averaging 1,500 gallon per minute to meet anticipated
demand. At full build out we may be pumping 7,650 million gallons per year, which is
23,477 acre-feet of water per year.
We then prepared a study of Groundwater Availability in the Martis Valley Ground Water
Basin in cooperation with Placer County Water Agency and Northstar Community
Services District. That study concluded that there may be approximately 24,700 acre-
feet per year of ground water available in the Martis Valley Ground Water Basin without
changing the amount of groundwater in storage over the long term.
The calculation of future demand for water used a very liberal grow factor, and the
calculation of water availability deserves to be refined. At this point I have a high degree
of confidence that we are a long way from pushing against the limit of our water.
However, we will need to begin to manage the use and development of the groundwater
basin.
I have asked the people at Nimbus Engineers to propose a scope of service to guide us
in development of new wells and to develop an updated groundwater management plan.
They will be at Wednesday's meeting help discuss this. I suggest that PCWA be
involved in this analysis should we choose to move forward.
I will get the Nimbus material to you as soon as I have it.

RE: Proposal for Hydrogeologic Services
Dear Mr. Holtzmeister:
In response to your request during our meeting of October 11, 2001, Nimbus Engineers
has prepared the following proposal. The scope of work has been prepared to provide
rapid response to your need to address environmental permitting issues which have
arisen during review of the proposed water storage tank. It is our understanding that
you wish to retain our services to perform four tasks at this time:
Task 1. Address comments regarding Ground Water Availability report
Task 2. Prepare AB 303 application
Task 3. Support environmental permit applications
Task 4. Develop a scope of services for collecting data to support a groundwater
management plan or other monitoring plan as appropriate
Scope of Services
Task 1 Task 1 activities will specifically address the comments of Acton
Mickelson Environmental, Inc. to Nimbus' Ground Water Availability
report, which will be summarized in a letter report and submitted to
TDPUD
Task 2 During Task 2, Nimbus will prepare and submit an application and
proposal for an AB 303 grant. AB 303 authorizes grants of up to
$250,000 for local public agencies to study groundwater resources
throughout California.

Task�3 Task 3 activities will support environmental permit applications for the
water storage tank and a proposed new well. Those activities will include,
but not be limited to:
A. coordination and meetings with the District's legal
representation;
B. research of strategies to address the "safe yield" issue;
C. site-by-site analysis of potential impacts resulting from the
installation of new facilities, including new production wells;
D. preparation of impact analysis report and presentation;
E. aiding the preparation of environmental permitting documents;
F. preparation for and attendance at public meetings and hearings;
G. responding to comments generated during public hearings.
Specific Task 3 activities will be defined by the research of strategies to
constrain safe yield and results of the site-by-site impact analysis.
Task 4. Develop an action plan and scope of services to assist the TDPUD to
develop a Basin Management Plan and a Numerical Model to assist in
guiding future decisions regarding groundwater development in the District
and perhaps within the whole Martis Valley. Coordination with other water
purveyors and other stakeholders will be a key issue during this task.
TDPUD staff will be updated weekly to ensure Nimbus activities are responsive to the
needs of the District. Nimbus has estimated the cost of this Scope of Work to be
$45,000. This amount will not be exceeded without prior approval by the District.

our participation in this project.
