The grant process requires the Board to formally endorse the application by adopting the attached resolution. RECOMMENDATION I recommend that the Board adopt the resolution authorizing the filing of the application with the California Department of Health Services for an AB 303 grant to prepare a groundwater management study. The Agency serves approximately 550 residences in the Placer County portion of Mattis Valley. In addition,the Agency has developed an AB3030 based groundwater management plan for the area that overlies the Mattis Valley aquifer in Placer County. The Agency has worked very closely with the Truckee Donner Public Utility District to ensure that Mattis Valley groundwater resources are managed in a coordinated and prudent fashion. The Agency strongly supports the District's proposal for funding of its Mattis Valley Groundwater Management Plan, Phase 2. Martis Valley Groundwater Management Phase 2 't Introduction The purpose of this proposal is for the Truckee-Donner Public Utility District (the District) to apply for funds under the Local Groundwater Assistance Fund (AB3O3). This funding is sought to further refine the District's current groundwater management program. The District is working cooperatively with basin stakeholders and this grant funding will assist the process of maintaining stakeholder involvement in and agreement to basin management objectives. The District is located within the Martis Valley groundwater basin (Basin No. 6-67 as designated by the Department of Water Resources Bulletin 118), in Nevada and Placer Counties, California. The basin encompasses approximately 58 square miles and is roughly centered on the Town of Truckee. A location map is presented as Figure 1. The Martis Valley region is experiencing significant development pressures and facing the realities of defining the limits of regional and local water supplies. The Groundwater Management Plan, adopted in January of 1995, set forth a plan to be implemented in phases. Phase 1 of the plan delineates the extent of the groundwater basin and defines the groundwater budget through the relationships between surface water and groundwater in the basin. The first phase developed an outline for a groundwater monitoring program to collect baseline and on-going data regarding groundwater levels and withdrawal. Phases 2 and 3 for implementation of the plan include, but are not limited to, water quality issues and monitoring, groundwater contamination and wellhead protection, and development of a groundwater model to guide development of the water supply. The focus of this proposal is to seek assistance to continue to optimize data collection and compile all collected data into the District's GIS database. The compiled information from these tasks will provide necessary information for the District in cooperation with other Martis Valley stakeholders to develop interim basin management objectives and development of a groundwater model.
