FILING AN APPLICATION FOR A GRANT FOR GROUNDWATR MANAGEMENT
STUDY
Your will recall that at the last meeting the Board authorized Nimbus to file an application
on our behalf with the California Department of Water Resources for an AB 303 grant for
preparation of a groundwater management study. The grant process requires the Board
to formally endorse the application by adopting the attached resolution.
RECOMMENDATION
I recommend that the Board adopt the resolution authorizing the filing of the application
with the California Department of Health Services for an AB 303 grant to prepare a
groundwater management study.

AUTHORIZING THE GENERAL MANAGER TO FILE APPLICATIONS WITH THE
CALIFORNIA DEPARTMENT OF WATER RESOURCES TO OBTAIN A
GROUNDWATER MANAGEMENT PROJECT GRANT
WHEREAS, the TRUCKEE DONNER PUBLIC UTILITY DISTRICT, in compliance with the Local
Groundwater Management Assistance Act of 2000 (AB303, Stats. of 2000 Ch. 708), will facilitate
and support local agencies to manage and control groundwater and conjunctive management
projects; and
WHEREAS, the TRUCKEE DONNER PUBLIC UTILITY DISTRICT has the desire to update the
Regional Water Management Plan within the Agency's area; and
WHEREAS, the TRUCKEE DONNER PUBLIC UTILITY DISTRICT will implement groundwater
monitoring, groundwater basin management and groundwater studies for basin-wide planning and
monitoring;
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the TRUCKEE DONNER
PUBLIC UTILITY DISTRICT, pursuant and subject to all of the terms and provisions of the Local
Groundwater Management Assistance Act of 2000 and amendments thereto,will authorize filing of
applications with the California Department of Water Resources to obtain a groundwater
management project grant.
BE IT FURTHER RESOLVED that the General Manager of the TRUCKEE DONNER PUBLIC
UTILITY DISTRICT is hereby authorized and directed to prepare the necessary data, make
investigations, sign, and file such applications with the California Department of Water Resources.

The Truckee Donner Public Utility District is pleased to present this proposal for funding for
Phase 2 of the Mattis Valley Groundwater Management Plan. Our proposal includes the primary
task of the continuation and refinement of water level and water quality monitoring,working
with the basin stakeholders to develop Interim Basin Management Objectives and developing a
framework for a numerical groundwater model.
At a regular meeting of the Truckee Donner Public Utility Board on October 19, 2001,the Board
approved a scope of work for Nimbus Engineers to develop this application and proposal. A
resolution authorizing the action, of the form set forth in your guidelines, has been prepared for
Board action on their next regularly scheduled meeting November 7, 2001. This resolution will
be submitted to you under separate cover.

Dear Ms. Kuo:
The Placer County Water Agency is a multi faceted public water resource agency which serves more than
35,000 water accounts in Placer County. The Agency serves approximately 550 residences in the Placer
County portion of Mattis Valley. In addition,the Agency has developed an AB3030 based groundwater
management plan for the area that overlies the Mattis Valley aquifer in Placer County.
The Agency has worked very closely with the Truckee Donner Public Utility District to ensure that Mattis
Valley groundwater resources are managed in a coordinated and prudent fashion. The Agency strongly
supports the District's proposal for funding of its Mattis Valley Groundwater Management Plan, Phase 2.
This proposal would continue and refine groundwater level and water quality monitoring, develop a
framework for a numerical groundwater model, and develop interim basin groundwater management
objectives. The Agency looks forward to being a stakeholder in this important work.

Martis Valley Groundwater Management Phase 2 't
Introduction
The purpose of this proposal is for the Truckee-Donner Public Utility District (the
District) to apply for funds under the Local Groundwater Assistance Fund
(AB3O3). This funding is sought to further refine the District's current
groundwater management program. The District is working cooperatively with
basin stakeholders and this grant funding will assist the process of maintaining
stakeholder involvement in and agreement to basin management objectives.
The District is located within the Martis Valley groundwater basin (Basin No. 6-67
as designated by the Department of Water Resources Bulletin 118), in Nevada
and Placer Counties, California. The basin encompasses approximately 58
square miles and is roughly centered on the Town of Truckee. A location map is
presented as Figure 1. The Martis Valley region is experiencing significant
development pressures and facing the realities of defining the limits of regional
and local water supplies.
The Groundwater Management Plan, adopted in January of 1995, set forth a
plan to be implemented in phases. Phase 1 of the plan delineates the extent of
the groundwater basin and defines the groundwater budget through the
relationships between surface water and groundwater in the basin. The first
phase developed an outline for a groundwater monitoring program to collect
baseline and on-going data regarding groundwater levels and withdrawal.
Phases 2 and 3 for implementation of the plan include, but are not limited to,
water quality issues and monitoring, groundwater contamination and wellhead
protection, and development of a groundwater model to guide development of
the water supply.
The focus of this proposal is to seek assistance to continue to optimize data
collection and compile all collected data into the District's GIS database. The
compiled information from these tasks will provide necessary information for the
District in cooperation with other Martis Valley stakeholders to develop interim
basin management objectives and development of a groundwater model.
The following sections address each grant proposal item as stated in Section 7 of
the Proposal Solicitation and Application Package — Local Groundwater
Assistance Fund, September 21, 2001.

4. A description of project facilities, location, need, goals and objectives:
The project will be conducted in the Mar:is Valley Groundwater Basin which is in
Nevada and Placer Counties. The urincipal town in the basin is Truckee California.
The City of Truckee and surrounding areas are experiencing a period of rapid
population growth. Development and management of the principal water source,
groundwater, is necessary for maintaining an adequate water supply. Expanded
groundwater monitoring provided by this project will help meet this need. The goals
of this project are to:
1. Expand the groundwater monitoring network
2 Analyze this data and make it available
