HomeMy WebLinkAbout8 Electric Connection Fee Agenda Item # Memorandum To: Board of Directors From: Peter Holzmeister Date: December 14, 2001 Subject: Electric connection fee expiration after two years At the last meeting the Board discussed the policy that defines the time period during which the payment of water and electric connection charges remains valid. Our current policy states that connection fees expire after one year if the applicant has not, after one year, made permanent connection to our system. The Board stated the opinion that it is difficult for an applicant to apply for service, receive all other permits needed to construct a project, and achieve permanent connection all within one year. The Board expressed a preference for the connection fees to remain valid for two years. Because our electric connection charge policy was originally adopted by resolution, it would need to be amended by resolution. The matter was not agendized at the last meeting to permit you to amend a resolution, so the matter was put off until this meeting. Attached for your review is a draft resolution which, if you adopt it, will extend the period during which a connection fee is valid, to two years. RECOMMENDATION: I recommend that the Board Adopt the resolution amending district policy relating to the period of time that electric connection fees, once paid, are valid. RESOLUTION 2001-_ AMENDING DISTRICT POLICY RELATING TO THE PERIOD OF TIME THAT ELECTRIC CONNECTION FEES, ONCE PAID, ARE VALID WHEREAS the District has established by resolution a policy that electric connection fees paid shall be effective for a period of one year from the date of application; and WHEREAS current District policy states that an applicant for electric service may be subject to payment of increased fees if the permanent connection has not been made within the specified time period; and WHEREAS the Board recognizes that is can be difficult for a builder to apply for electric service and have permanent connection completed within one year; and WHEREAS the Board of Directors of the District therefor wishes to amend current policy to extend the period of effectiveness of electric connection to two years from the date of application; NOW THEREFOR BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE TRUCKEE DONNER PUBLC UTILITY DISTRICT THAT Section 5.20.060 of the District Code of Policies be amended to read as follows: 5.20.060 Expiration of fees - Electric connection fees paid shall be effective for a period of two years from the date of application. Applicant shall be subject to payment of increased electric connection fees if the permanent connection has not been made within two years of the date of application and the District's connection fee schedule has been amended during that two-year period.
