Public Utility li Memorandum To: Board of Directors From: Peter Holzmeister Date: September 25, 2002 Subject: Conflict of Interest Code— Policy At the September 18, 2002 meeting, we had a discussion of the District's Conflict of Interest Code ordinance. We were in the process of performing the required biennial review of our ordinance, and the suggestion was made that we not wait two years to add positions, if it is clear that a new or revised position should file the Statement of Economic Interest. I was asked to prepare a draft policy for the Board to consider that would establish a procedure to amend the ordinance at the time a new position is created or an existing position is revised. Following is my suggested policy. 4.12.030 Amendment of the District Conflict of Interest Code Whenever a new position is created, or an existing job description is revised, such that the position would be required to file a Statement of Economic Interest under the terms of State law, the General Manager shall recommend to the Board that the District Conflict of Interest Code be amended to add said position. RECOMMENDATION: I recommend that the Board adopt the policy adding a Section 4.12.030 to the District Code of Policies as set forth above.
