RECOMMENDATION:
Adopt Resolution No. 2024-14, Dedication of the Joseph R. Aguera Pump Station
BACKGROUND:
Joseph "Joe" R. Aguera was first appointed by resolution No. 8727 to the Truckee
Donner Public Utility District Governing Board of Directors on June 15, 1987. Joe has
served continuously for more than thirty-seven years on the District's Board of Directors
with great honor and commitment to the District, its rate payers, and the Truckee
Community. Joe has demonstrated his leadership and steadfast commitment to
serving in the best interest of the rate payers through the many challenges and
successes throughout the District's history.
Examples of just some of the many accomplishments during Joe's tenure as a member
of the Board of Directors include:
• Consolidation of the Donner Lake Water and Glenshire Water Systems
• The District's transition to a 60% renewable energy portfolio
• Adoption of the District's Strategic Plan
• Approval of the Electric and Water Financial Master Plans
• The addition of 6.5 million gallons of water storage capacity, 13 new pump
stations and 105 miles of new pipeline
• Maintaining a responsible water and electric rate policy
• Construction of the District's SCADA Reliability Fiber Network
• Approval of the District's first Integrated Resource Plan
• Set policy in support of the engineering and construction of resilient water and
electric infrastructure
• Set policy in support of the management of multiple winter storm emergency
response

• Navigated economic recessions and supply chain challenges through adaptive
financial planning and governance
Joe has achieved all of the above with civility, kindness, and grace. Joe has been an
integral part of the District's vision, governance, strategic planning, and fiscal
responsibility, always serving with the highest level of integrity and transparency.
Joe has announced his intent not to run for re-election and step down from his office as
Director at the end of the 2024 term. The District wishes to honor Joe's thirty-seven
years of service by way of formal dedication and naming of the new water pump station
as the Joseph R. Aguera Pump Station.
ANALYSIS AND BODY:
The newly completed Pioneer Trail Pipeline, Pump Station and 6170B Storage Tank
Project, collectively referred to as the Pioneer Trail Pump Station Project, serves as a
comprehensive water infrastructure upgrade project, significantly enhancing the
District's ability to provide safe, reliable and clean water services to our rate
payers. The project adds redundant water distribution capabilities to more than 40% of
the District's service territory that previously relied upon a single water transmission
pipeline. The new storage tank provides an additional 2.5 million gallons of water
storage capacity, significantly increasing fire flow capacity and the District's ability to
utilize more efficient time of use pump schedules. These new pumping capabilities will
offer new opportunities to more closely align water utility operations with future clean
energy and greenhouse gas reduction goals. The pump station includes more than
2,200 gallons per minute (GPM) of pumping capacity and is equipped with an
emergency back-up generator system to ensure service reliability during power
outages. The pipeline component of the project included more than 7,000 feet of new
16" water pipeline as well as additional underground conduits to be utilized for future
communication lines and underground electric utility infrastructure.
Construction of the new pipeline, water storage tank and pump station were completed
earlier this summer with final testing being completed in August. The District is excited
to formally bring the facilities online with a naming, dedication and ribbon cutting
ceremony of the new Joseph R. Aguera Pump Station.

transparency; and
WHEREAS, Joe has announced his intent not to run for re-election and step down from his office as
Director at the end of the 2024 term; and
WHEREAS, the District wishes to honor Joe's thirty-seven years of service by way of dedication of, and

officially naming the new water pump station in his honor; and
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the District as follows:
In recognition of Joseph "Joe" Aguera's thirty-seven years of commendable service to the District and his
community, the District hereby officially names the newly constructed water pump station located at Pioneer
Trail as the Joseph R. Aguera Pump Station

the 28t" day of August 2024, by the following roll call vote:
